Program Manager for WASH and Health

Position Summary

REPORTING TO: Head of Programmes

LOCATION: Phnom Penh, Cambodia, with regular domestic travel.

CLASSIFICATION Grade 3

Position Summary

The purpose of the role of ‘WASH and Health Programme Manager’ is to lead WaterAid Cambodia’s programming and advocacy of WASH in health.

The post holder will use a mix of field-level interventions, research findings and international experience to build recognition of the importance of access to safe WASH for public health outcomes within the concept of Universal Health Coverage and the forthcoming Health Sector Strategy and promote credible public policy options that will promote WASH as a driver of public health.

The main external relationships for the role will be with Ministry of Health; targeted bi-lateral and multi-lateral agencies, policymakers in the health and WASH sectors; and the academic community. The main internal relationships will be with WaterAid Cambodia team, WaterAid Australia International Programs and Policy and Campaigns teams, WaterAid UK Senior Policy Analyst (Health & Sanitation) and Global Advocacy Working Group.

Expectations - Duties, Responsibilities
  • Programme management and grant management:
  • Lead WASH and health strategy within WaterAid Cambodia, working collaboratively other teams and partners.
  • Ensuring WASH and health programming adopts inclusive and empowering approaches to increase equality and empower health and WASH service users.
  • Prepare annual plans and budgets for delivery of WASH and Health program.
  • Lead outcome monitoring and evidence gathering in order to exceed grant requirements.
  • Administer grant processes and ensure compliance with grant requirements.
  • Strengthen sustainable WASH services and hygiene behaviour change in healthcare facilities and health systems, improving quality of care, particularly in maternal and women’s health.
  • Manage partnerships with local organisations to further WaterAid’s objectives related to WASH and Health.
  • Build on stakeholder collaboration to support nutrition-sensitive WASH, AMR and One Health.
  • Support across various areas of public health with a focus on quality maternal newborn health and WASH in healthcare facilities.
  • Manage relationship with donors for effective project delivery.
  • Line manage other specialists working in WaterAid on various themes.
  • Manage grants and support team to manage grants including budget management, narrative and financial reporting in conjunction with WaterAid’s policies, guidelines, procedures and donor’s requirements.
  • Research, publication, advocacy and influencing:
  • Manage research projects, including partnerships with global research organisations.
  • Support teams and partners to do data collection and field-level assessments, such as facility assessments (focusing on WASH in health centres), operational research on WASH and nutrition and WASH.
  • Manage ethics review processes and potential proposals for funding.
  • Provide analytical and research evidence that supports the prioritisation of WASH in national and health policy and programmes.
  • Build on relationships with academic institutions working on health and guide interns/students/volunteers.
  • Develop WaterAid’s advocacy strategy around WASH and health in Cambodia.
  • Foster WaterAid’s existing relationships with key policy-makers and agencies as advocacy targets or allies in the pursuit of WaterAid’s strategic objectives.
  • Support WaterAid Cambodia to contribute to Global Federation campaigns on WASH and Women’s Health.
  • Develop research findings and written publications for external and internal, professional, academic and lay audiences.
  • Identify opportunities for WaterAid to be represented in relevant forums and publications to promote and enhance our understanding of this theme.
  • Learning and Documentation:
  • Strengthen capacity and learning on WASH and health at WaterAid and across WASH and health actors through partnerships, documentation and learning.
  • Develop and maintain a program of regular learning activities for WaterAid staff and partners on this theme.
  • Ensure external knowledge and learning permeates WaterAid through links with external organizations; and proactively keep up to date with current developments within this sector.
  • Support coordination and learning among health, WASH and nutrition actors.
  • Global Collaboration, Sector Coordination and Networking:
  • Maintain a close link with the Health Technical Lead in WaterAid Australia, and the Senior Policy Analyst (Health & Sanitation) and Global Advocacy Working Group in WaterAid UK to identify opportunities for joint activities to increase impact on WaterAid's objectives.
  • Establish and maintain relationships with national and sub-national authorities and sector actors to maximise available local resources and strengthen health systems.
  • Make regular use of sector coordination mechanisms such as Technical Working Groups, Global Aim 2 (WASH in Public Health) Core Group and sub-working groups to promote key learnings and change objectives.
  • Team leadership and development and organisational responsibilities:
  • Lead a dynamic team of Cambodian professionals to deliver WASH and Health programs in line with WaterAid’s values.
  • Coach the team to excel and play a role as future sector leaders in their areas of expertise.
  • Identify and manage expert inputs as required, from across the WaterAid federation and externally.
  • Line manages up to three program staff.
  • Actively contribute to the management of WaterAid Cambodia as a member of the Senior Management Team.
  • Input to the development of WaterAid Cambodia’s annual business plans.
  • Build strong linkages with other WaterAid Cambodia programmes of work and actively seek to integrate programming in order to maximise synergies.
  • Represent WaterAid when delegated at external forums.
  • Other tasks as requested by the Head of Programs.
Requirements - Skills, Qualifications, Experience
  • Essential
  • Knowledge, skills and experience
  • Knowledge and interest in areas of health that integrate with WASH.
  • Knowledge of social norms and behavior change strategies.
  • Demonstrated interest in reducing inequalities in water and sanitation and working with marginalized populations such as people with disabilities and elderly people.
  • Fluent Khmer and English – both written and spoken.
  • Strong numeracy skills, including the ability to analyze and present data.
  • Ability to think creatively.
  • Ability to develop proposals for potential sources of funding.
  • Strong facilitation, presentation, and communication skills.
  • Education
  • Master of Public Health, or related post-graduate qualification in public health policy.

  • Minimum of three years’ work experience, including experience in managing relationships with the Ministry of Health and international organizations.
