Senior Project Officer (1 Position)
This role and support the implementation of various market-based interventions in CHAIN programme
Type: One Year

Reports to: Senior Market Systems Advisor / Deputy Country Director
- Support the CHAIN team to implement activities within Intervention Areas 2 of the programme, which focuses on developing the market system for horticulture in the four target provinces.
- Lead specific initiatives, or parts of initiatives, such as the vegetable trader business acceleration programme, the local fruit and vegetable market stalls in the provinces, and the national level local fruit and vegetable marketing campaign.
- Work with the programme team to organize, facilitate and support on logistics for different events and activities of the programme (trainings, workshops, meetings, etc.).
- Participate regularly in team meetings and other relevant meetings related to programme implementation.
- Draft content for reports, case studies, Facebook posts, and other communications materials.
- Work with key stakeholders at the national and provincial level, including private sector, NGO, a and government partners.
- Contribute to the Monitoring and Results Measurement (MRM) system of the programme.
- Regular travel to the field locations to support on implementation of intervention activities.
- Regular reporting on the progress of activity implementation.
- Perform other duties as required by Swisscontact to support CHAIN.
- Participate in wider Swisscontact team activities, such as retreats, meetings, trainings, and team building activities.
- Minimum Bachelor’s degree in International Development/ Business Administration/ Economics/ or other relevant subjects, but Master’s degree preferred.
- At least five years of work experience preferred, with some portion in leadership or management role – some work within the private sector preferred.
- Experience managing stakeholder relationships across the public, private, and NGO sectors.
- Ability to work independently, with high motivation for delivering programme activities to a high standard.
- Good negotiation and persuasion skills and ability to generate consensus and ‘buy-in’ from local stakeholders.
- Fluent in Khmer with advanced English.
- Computer literacy especially on Microsoft Word, Power Point and Excel.
- Willingness to work as team and commitment and ambition to contribute to sustainable and inclusive economic development in Cambodia.
- Good interpersonal and communication skills.
- Good attitude, open-minded and willing to learn things.
Project Officer (1 Position)
This role to support the Intervention Area 3 on ‘National Policy and TVET Reform
Type: Consultant
Employment start: 01 January 2020
Location: Frequently travel to target provinces
Reports to: National Policy Manager
- Coordinate the development work plans with the SDP partners (MLVT, TVET training providers including Provincial Training Centres and Institutes) to implement activities regarding School Quality Development, Assessment and Certification
- E.g. Recognition for Prior Learning (RPL) under SDP intervention area 3 called ‘National Policy and TVET System Reform’.
- Work with the Intervention Area 3 team and SDP partners (MLVT, MoT) to organize, facilitate and support on logistics for different events and activities of the programme (RPL assessment, trainings, workshops, meetings, etc)
- Regular travel to the field locations to support on implementation of intervention activities (School Quality Development and RPL assessment)
- Ensure implementation and procurement procedures comply with SDC’s and Swisscontact’s policies and the Cambodian government’s rules and regulations (Prakas).
- Conduct on-going capacity building and coaching for SDP partners on the project’s operational plan.Based on regular observation of activities and interactions with partners, report on progress and findings, and make recommendations for improvements and action to be taken.
- Regularly attend SDP team meetings and contribute to planning, review and reporting processes of the project.
- Any other tasks assigned by the direct supervisor and/or Team Leader of the project.
- At least 2 years of relevant working experience in similar positions.
- Prior experience in collaborating with government and private-sector stakeholders.
- Knowledge of the Cambodian TVET system and Cambodian Qualifications Framework (CQF) as well as the Assessment and Certification system is a strong asset.
- Constructive, flexible, proactive and responsible work attitude.
- Proven experience in monitoring and evaluation.
- Experience in developing and reviewing operational plans, budgets and progress reports.
- Prior experience in providing capacity building (facilitation of meetings, workshops and trainings) for partners.
- Strong ability to work as a part of a team (including government and private sector partners).
- Strong communication and interpersonal skills.
- Fluency in written and spoken Khmer and English.
