JOB PURPOSE:

Background and Context

Oxfam in Cambodia supports a portfolio of projects (National and Regional) under it’s IGE Program. Some of these projects are as follows. The I-SME project is part of the IGE Program.

JOB PURPOSE:

Oxfam in Cambodia is looking for a dynamic person who has concrete knowledge background. experience and ambition to lead the Imapct SME program in Cambodia

The Project Manager for Business Development Services of I-SME is responsible for implementation of Oxfam’s Impact Small- and Medium-sized Enterprise (I-SME) Development project in Cambodia. This project is funded by Dutch businesses donating to Oxfam Novib (Netherlands). The project’s start date is March 2021 and the end date March 2024. It is implemented with partner organizations Platform/CIC Cambodia. The core of the project is to provide Business Development Services (BDS) to small businesses in Cambodia, with the aim to help them grow, access finance and increase their (social) impact. The project targets impact-driven SMEs, that aim to provide social or environmental impact (e.g. jobs, income or products for low income groups, with a focus on women and youth) through their core business.

The role of the Project Manager for Business Development Services has two components.

  1. Project management and engagement with the implementing partners
  2. Initiating engaging with businesses (SMEs) themselves and other key stakeholders such as policymakers, impact investors, etc. through the Inclusive and Responsible Business Platform (CSR- Platform) developed by Oxfam in Cambodia
Expectations - Duties, Responsibilities
  • Program Management:
  • Lead, Implement I-SME Project including project planning, budgeting, monitoring evaluation and learning (MEL) and project ( financial ) administration.
  • Coordinate and support the implementing partners of the project
  • Ensure the submission of regular and ad hoc project and program reports are reviewed, finalized and submitted on time (narrative, financial, output tracking, assessments and evaluations) as needed.
  • Support the implementation of quality project activities according to schedule and budget, identifying achievements, challenges and assists in strategy development.
  • Scout/Select SMEs that fit I-SME Criteria in collaboration with Technical Advisors (TA)
  • Lead on improving Project Quality and Efficiency.
  • Capacity building for Oxfam (OiC) staff, partners and other stakeholders.
  • Collaborate with implementing partner to expand I-SME eco-system in Cambodia and regionally with other Oxfam programs.
  • Coordinate with finance and admin team for preparing all administrative requirements to providing grant to partners; checking on the accuracy and cost-effectiveness of project budget and organizing the grant payment to partners as agreed in the agreement.
  • Take initiative in monitoring and evaluation of the project activities which are implemented by external partners. Manage consultants and other external resources ensuring quality of contracts, supervision, deliverables and administrative compliance across I-SME.
  • Work with knowledge management and communications unit, initiate and facilitate activities concerning knowledge & information management with local partners to build synergy, and learning toward collective efforts for broader impact.
  • Policy and Program Development:
  • Provide Support to and Revive the Inclusive and Responsible Business Platform (CSR)
  • Engage Public , Private and NGO sector through the Paltform and bring other stakeholders onboard.
  • Provide Influencing Strategy and Lead on at least 2/3 events Annually linking I-SME to the responsible and IB platform with an objective to influence the wider SME Sector in Cambodia.
  • Ensure optimal collaboration across all aspects of the Oxfam portfolio through participation in strategic design and partnership negotiations and input into the development of the long-term vision, planning and implementation of Oxfam Cambodia Strategy and Agenda.
  • Support policy and program development in Oxfam’s Youth based program with a focus on Women and Girls.
  • Ensure optimal collaboration across all aspects of the Oxfam portfolio through participation in strategic design and partnership negotiations and input into the development of the long-term vision, planning and implementation of Oxfam Cambodia Strategy as needed.
  • Support policy and program development in Oxfam’s Youth based program with a focus on Women and GirlsProvide direct support to advocacy, communications and promotional initiatives including networking, representation, relationship management and advocating
  • Funding Support
  • Work with Business Development Coordinator and the IGE Program for new funding opportunities and funding mobilization.
  • In collaboration with the program teams, ensure provision supports for developing and preparing material and tools for fund raising and develop proposal within components
  • Provide fund rainsing support for I-SME beyond 2024
  • Provide fund raising support on influencing for the Inclusive and Responsible
Requirements - Skills, Qualifications, Experience
  • Technical Skills, Experience & Knowledge
  • Graduate/Undergraduate Degree in development, social or environmental science, agronomy or other relevant fields
  • Strong understanding and at least 5 year proven experience in Project Management principles and tools.
  • Strong understanding and proven experience in SME/Private Sector development, incubator/accelerator programs/social enteprises / start up, etc.
  • Strong ability to network and build alliances with the private sector
  • Demonstrable experience and skills in project management and monitoring and evaluating projects
  • Experience in partners relationships, including strategic collaborations, mutual accountabilities, training, capacity and sustainability building.
  • Demonstrable analytical skills on issues of sustainable development
  • Demonstrable expertise in at least one of facilitation, negotiation, mediation, representation, lobbying or participatory planning and analysis processes.
  • Excellent command of written and spoken English.
  • Prior experience analyzing policies environments plus subsequent design and delivery of appropriate advocacy and campaigning activities.
  • Knowledge of women-in-agriculture, global agriculture, climate change, food security, WEE appreciated.
  • Knowledge of government and political systems, public sector investment, development sector investment and private sector investment as it pertains to economic development.
