MISSIONS AND TASKS
Phnom Penh Capital Administration, referred to as PPCA, is recruiting a Project Manager who will be in charge of the overall management of the project and the coordination of all activities proposed in the four components.
The project manager will be supported in the implementation of his/her missions:
- In Phnom Penh, by a technical advisor;
- Remotely and during missions by experts from the City of Paris and APUR.
The project manager will work under the supervision of the vice-governor in charge of the project.

- Hold a Master's degree in the fields of urban management, urban planning, architecture, public law, or any other related fields.
- Demonstrate an interest in urban renovation and architectural heritage issues, urban management tools and participatory approaches to urban development.
- An interest in legal issues and knowledge of the relevant legislative frameworks (land tenure, co-ownership/condominiums, heritage protection, etc.) will be appreciated.
- Experience and skills required:
- At least eight years' experience, including at least four years in Cambodia, in the field of urban development, with particular emphasis on land issues, public space management mechanisms and urban private property;
- At least five years' experience, including two years as a project manager, in an international cooperation or decentralized cooperation project;
- At least two years' experience in team management (at least three people);
- Fluency in Khmer strongly preferred;
- Fluency in English or French essential;
- Good writing skills in English and/or French and strong budget management skills.
Architect-Engineer

MISSIONS AND TASKS
Phnom Penh Capital Administration, referred to as PPCA, is recruiting TWO team members – architect or engineer - who will work mainly on components 1 and 2 of the project, under the authority of the project manager. Project team members will be based at PPCA's offices, and will have regular working meetings with the entire project team.

- The two architects/engineers must have graduated in architecture or civil and/or construction engineering. A double degree in architecture/engineering would be appreciated.
- At least 5 years of professional experience is required.
- Demonstrate an interest in the fields of urban requalification, architectural heritage and building renovation, with a concern for urban adaptation to climate change.
- Demonstrate an interest in developing urban management tools, with citizens’ participation in the definition of urban policies in terms of building renovation and public space development.
- Experience and skills required:
- To have completed or participated in at least two rehabilitation/renovations of existing buildings, apartment blocks or villas, in Phnom Penh or in a city with similar building types, or to have completed at least one new building as a designer, or to have carried out at least one technical appraisal of a building;
- Good knowledge of modern Cambodian architecture and its construction methods;
- Interest in working with the general public and comfortable leading public meetings;
- Perfect command of spoken and written Khmer for daily work in Khmer; experience in the public administration is a plus.
- Good knowledge of French or English; ability to work daily in French or English;
- Excellent command of techniques for producing architectural graphic documents and technical details, mastery of urban cartography with proficiency in CAD and GIS software (AutoCAD/ArchiCAD, QGIS, Adobe Suite: InDesign, Illustrator, Photoshop or equivalent);
- Mastery of architectural design and good knowledge of materials and their application;
- Good writing and public speaking skills expected.
Research Officer

MISSIONS AND TASKS
Phnom Penh Capital Administration, hereafter referred to as (PPCA), is recruiting a member of the project team in charge of demographic, social and economic studies and surveys, hereafter referred to as “Research officer”.
He/she will work under the authority of the project manager. Project team members will be based at PPCA, and will have regular working meetings with the entire project team.
He/she will be involved in the four components of the project.

- At least a Master's degree in sociology, ethnology, anthropology or urban development with a demonstrated interest and experience in sociological, ethnographical and/or anthropological approaches.
- Demonstrate an interest in urban heritage issues, renovation of existing buildings, creation and improvement of urban management tools, with citizens’ participation in the definition of urban policies in terms of building renovation and public space development.
- Experience and skills required:
- At least two years' professional experience in the field of community participation in urban transformation (e.g. rehousing, housing improvement, infrastructure transformation, etc.) or in carrying out social and/or economic surveys;
- Good knowledge of the urban practices, lifestyles and cultural references of Phnom Penh's inhabitants;
- Good knowledge of the Cambodian legal framework, especially in the fields of land and ownership.
- Interest in working with the general public and capacity in leading public meetings;
- Full command of spoken and written Khmer for daily work in Khmer;
- Good knowledge of French or English and ability to work in that language on a daily basis;
- Ability to conduct population surveys: know how to draw up and manage survey documents: questionnaires, analysis and report results, conduction of semi-structured interviews, conduction of socio-economic and financial interviews;
- Proficiency in Word and Excel is required.
- Good writing, public speaking and meeting facilitation skills expected.
Administrative and Finance Officer
Workplace: Municipality of Phnom Penh, 69 boulevard Preah Monivong, Cambodia
Duration: 20 months
Workweek: 20h/week (50% FTE)

Composition and organization of the project team
The project team includes:
- Five team members recruited for 20 months: one project manager (100% FTE), two architects/engineers (100% FTE), one research officer (100% FTE), and one administrative and financial officer (50% FTE). This project team is responsible for the implementation of all project activities.
Support is provided by:
- One technical advisor
- A team of national and international experts, composed of technicians from Phnom Penh Capital Administration Divisions and Department, as well as from the City of Paris, and partner institutions.
- External consultants, recruited to carry out specific tasks at a given time.
- Phnom Penh Capital Administration (PPCA) departments and divisions, appointed by the Governor, including the Administration Division and the Finance Division, in charge of overseeing the project’s sound management.
CONTRACT
Contract duration: 20 months, part time (50% FTE) calculated from the 1st day of work.
The contract will be drawn up with PPCA, under Cambodian law, with a minimum hourly volume of 20h/week.
Candidates must be in a position to work legally in Cambodia, no visa application will be supported as part of the project.
Expected start date: January 2025.
Please note: This project, unique in Cambodia, is designed as a seed phase for a potential five-year program. Initial funding from France's Ministry of Europe and Foreign Affairs has enabled this first phase; funding for the next phase (3 to 4 years) will be identified during this initial phase. The aim is to maintain the project team trained during the first phase throughout the program, depending on the funding secured.
SALARY
Starting at 600 USD gross per month over 20 months part-time (20h/week), negotiable according to experience.
- Phnom Penh Capital Administration (PPCA) is recruiting an Administration and Finance Officer. He/she will be in charge of assisting the project manager in:
- day-to-day administration of the project;
- administrative management of the project team members;
- management of the project budget and production of financial and budgetary documents;
- relations with the PPCA Finance Division.
- Reporting to the Project Manager:
- He/she manages the administrative and financial aspects of the management of five team members: contracts, pay slips, monthly salary payments, consultant fee payments, training allowance payments, and any other expenses related to the smooth running of the project.
- He/she manages the project bank account and payments to be made, after administrative authorizations have been given.
- He/she prepares administrative, financial and budgetary documents, in English and Khmer, for steering committees, and participates in the committee meetings.
- He/she prepares monthly and quarterly narrative and financial reports on the project's implementation for PPCA and donors, in English and Khmer.
- He/she draws up quarterly budget forecasts and keeps expenditure records up to date.
- He/she prepares the administrative documents for contracting with consultants, manages their contracts and the progress of these contracts from an administrative and financial point of view.
- He/she acts as an interface between the project team and PPCA (administrative and financial departments), the City of Paris (Délégation Générale aux Relations Internationales and project support experts) and the APUR (director of studies in charge of international relations and project support experts).
- He/she prepares and participates in the project's technical and steering committees, ensuring the quality of discussions and the participation of each local partner. He/she prepares the minutes.
- He/she participates in the drafting of the narrative and financial final project reports.
- He/she participates in the collection and monitoring of indicator data, prepares the joint evaluation of the results obtained, and contributes to and facilitates the external evaluation carried out at the end of the project.
- He/she is responsible for logistical support for all international travel planned for the project, including the mission from Phnom Penh to Paris and missions from Paris to Phnom Penh.
- He/she takes part in regular working meetings with the project team.
- The Administration and Finance Officer must have a degree corresponding to a Bachelor in the fields of Public Administration, Administrative and Financial Management, or a demonstrated level of equivalating skills.
- Skills required:
- Previous experience as financial and administration coordinator of an international or national development program;
- Good knowledge of the laws and regulations governing company personnel and financial management in Cambodia is needed;
- Good knowledge of the functioning of Cambodian public institutions, in particular PPCA, is highly appreciated;
- Perfect command of spoken and written Khmer for daily work in Khmer;
- Good knowledge of French or English, with the capacity to work in French or English on a daily basis;
- Strong capacity to manage administrative and financial documents; proficiency in management software, Word and Excel, is central.
- Experience working for or with Cambodian public administration would be greatly appreciated.
Technical Advisor
Workplace: Municipality of Phnom Penh, 69 boulevard Preah Monivong, Cambodia
Duration: 20 months
Estimated workload: 80 days
Work methods: 100% in person.

Contract
Mission duration: 20 months.
The contract will be drawn up with PPCA, under Cambodian law.
The consultant must be in a position to work legally on Cambodian territory; the project cannot support any visa application.

Financial offer
A maximum budget of USD 24,000 is allocated to this mission. The financial bid must detail the daily cost and justify the number of days allocated per task.
The consultant is responsible for fulfilling any tax obligations, in accordance with Cambodian law.

The technical advisor will work under the supervision of the vice-governor in charge of the project.

- Demonstrate an interest in urban and architectural heritage issues, tools for managing urban areas and involving local populations in defining urban policies.
- Experience and skills required:
- Minimum of three years' experience as a project manager in a Cambodian sub-national authority;
- Significant experience in project development and fundraising;
- Excellent oral and written command of French and English; command of Khmer would be highly appreciated;
- At least five years' experience in Cambodia in the fields of urban development, in particular land issues, housing, management of public spaces and urban private property.
