The Cambodia General Education Improvement Project (GEIP) was approved by the Board of Directors of the World Bank on January 18, 2022 and became effective on 07 April 2022. The GEIP activities are funded by an International Development Association (IDA) Credit of US$60.0 million equivalent and a Global Partnership Education (GPE) Grant of US$9.25 million. The project is expected to be implemented over a 5-year period – starting in May 2022 and ending in November 2026. The project is now seeking a National Chief Technical Advisor.

Position Summary

Contract Duration

The consultancy service is for 18 months with the possibility of extension based on performance, project needs, and funding availability. A three-month probation period will be applied.

Requirements - Skills, Qualifications, Experience
  • Education:
  • Master's degree or higher in Project Management, Education, Economics, or a related field.
  • Experience:
  • At least 7 years of experience in project management and reporting, preferably in projects funded by international donors such as the World Bank/other DPs/UN agencies.
  • Demonstrated experience in working with government bodies, particularly in education sectors is an asset.
  • Proven track record in successfully implementing and managing education-related projects is an asset.
  • Experience in collaborating with diverse stakeholders, including local communities, and sub-national governmental agencies.
  • Skills:
  • Strong leadership and teamwork capabilities, with the ability to inspire and guide a multidisciplinary project team.
  • Strong analytical and problem-solving skills, with a keen attention to detail in financial and progress reporting.
  • Effective interpersonal and communication skills to foster collaboration and maintain positive relationships with key stakeholders.
  • Proven ability to conduct training sessions and workshops, enhancing the skills and knowledge of project team members.
  • Proficiency in both written and spoken Khmer and English, with the ability to convey complex technical information in a clear and accessible manner.
  • Basic computer literacy, including Microsoft Office application and others.
  • Knowledge of World Bank reporting requirements and SOPs of Cambodia is essential.

How to Apply

The Ministry of Education Youth and Sport invites expressions of interest from suitably qualified and experienced individual consultants to undertake the above-mentioned services. The Individual Consultant will be selected in accordance with World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised November 2017 and the Kingdom of Cambodia's Updated Procurement Manual for all Externally Financed Projects/Programs, promulgated pursuant to Sub-Decree 74 on Promulgating the Updated Standard Procedures for Implementing all Externally Financed Projects/Programs, dated December 2019 and is open to all eligible bidders as defined in the guidelines.

In submitting their expressions of interest, the interested candidates are kindly requested to provide their updated curriculum vitae, indicating their personal and technical skills, academic qualifications, and experience in similar assignments, along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).
