Management Support Department Manager
Schedule - Full-time (Mon-Fri)
As a part of INGO registration, we are required to have relevant staffs even before having the legal entity with the RGC. Hence, the successful candidate will work as a consultant officially, playing a role of above-mentioned role until the completion of INGO registration process.
- Provide Administration Leadership and Management
- Coordinate with related government authorities on the registration process to ensure the appropriate legal status of CFK.
- Prepare and submit government reports for relevant government ministries or departments.
- Develop and update the administration Manual to ensure compliance with CFK and local government policies, procedures, and regulations.
- Support other departments on management support issues and provide assistances and basic training on Admin/HR/Finance.
- Manage assets, office utilities, facilities, and equipment to ensure all are well maintained, efficiently utilized, complaint with safety standards, while considering cost-effectiveness and environmental sustainability.
- Ensure efficient, cost-effective, and transparent procurement and logistics processes, while maintaining compliance and stakeholder satisfaction for the organization management and program activities.
- Manage & update all contracts, agreements, and other legal documents between CFK and partner organizations, consultants, government agencies and other third parties
- Provide Human Resources Leadership and Management
- Manage all human resource matters including recruitment, staff orientation training and staff management by developing HR policy, rules and regulations (internal processes and procedures) by consulting with Management Team and Country Director.
- Develop and ensure that all job descriptions (JDs) of all individual staff have clear objectives, roles, responsibilities, and tasks.
- Ensure that recruitment procedures are effective in identifying appropriate persons for vacant positions.
- Create and manage all personnel documents including employment contracts, insurance, ID cards, EPAs, VISAs.
- Conduct Employees Performance Appraisal (at the annual/bi-annual basis)
- Coordinates staff training and explore & identify development opportunities for staffs for the performance improvement and better adequacy of employees’ JDs based on individual’s capacity.
- Provide staffs with adequate coaching, to facilitate all staffs having high standard in performance, work ethics and safeguarding issues.
- Ensure the HR policies are in line with Cambodian labor law.
- Oversee the monthly payroll and tax on salary to ensure that these are accurate and paid to all staffs and the tax office on time.
- Financial Planning and Budgeting
- Lead and coordinate the planning and budgeting process and provide technical support, to ensure internal, and global guidelines are met.
- Review alignment of budgets between ChildFund Korea Cambodia office, projects, grants, and partners for the budget adjustment in the quarterly basis.
- Coordinate and support in budget proposal for competitive quality and align with donor regulation and requirements.
- Control of budget and project funding, by providing timely and relevant information to relevant managers, in collaboration with Country Director.
- Supervise financial coordinator to ensure accurate financial reporting within timely manner to supervisors and donors.
- Financial Accountability, Compliance and Risk Management
- Ensuring compliance with legal, regulatory, and ethical standards across all management support functions.
- Design and manage systems, policies and procedures that provide appropriate levels of security and control of CFK assets, resources, and operations.
- Design and implement efficient finance operating processes to support relevant gov’t bodies (i.g. MoEF, Tax department, etc.) requirement and contribute to the success and sustainability of the organization's mission.
- Coordinate submission of timely, accurate and complete financial reporting to internal users, HQ and donors.
- Oversee cash flow effectively and manage adequate funds availability according to the budget plan of program on the relevant timing.
- Ensure Finance staff visit partners’ projects to provide technical supports, monitoring. accountability, and follow up on Audit findings.

- MBA or equivalent master’s degree in Finance, Business Administration, Human Resources Management or related field
- ACCA, CIMA, CPA or equivalent is preferred
- Solid knowledge of strategic financial management, budgeting and financial analysis
- Experience in overseeing administrative processes, facilities management and procurement
- Demonstrated expertise in human resources management including recruitment, employee relations, performance management and compliance.
- Advanced knowledge of Accounting Software (Quickbooks), Microsoft Office (Word, Excel, PPT), email and Internet programs
- Knowledge of government grant regulations and financial reporting requirements
- Knowledge of local accounting system
- At least 10 years of experience in financial, HR and administration management position or related roles with over 3 year of senior management role
- At least 7 years of experience in humanitarian and/or development organization (including INGO/NGO and/or social enterprise)
- Different trainings related to international development, compliance control, financial HR and administration management
