The Teacher Development Support Organisation (TDSO) is a non-governmental organisation established in 2017, with a team of around 60 staff. We work with the public education system in Cambodia to strengthen the English proficiency and pedagogical skills of primary school teachers, so that pupils receive better English language teaching. Our programmes are delivered nationwide through structured training, in-classroom coaching, and teaching materials designed for resource-constrained schools.

Position Summary

Contract: Undetermined Duration Contract (UDT)

The Data Manager owns TDSO's monitoring and evaluation data and is accountable for its accuracy, completeness and timeliness. You will maintain the authoritative datasets, run the data-quality controls that protect their integrity, and produce the structured reports and extracts the M&E function relies on.

The role works alongside the M&E Coordinator, and the two divide on interpretation: the Data Manager owns the data, and the M&E Coordinator owns the claims. This is a role for someone who takes pride in records that are correct, complete and on time, and who does not overstep the line between reporting data and interpreting it.

Safeguarding and data protection

This role handles pupil-level data. TDSO is committed to the protection of children and to the responsible handling of personal data. The successful candidate will be expected to comply with TDSO's safeguarding and data-protection policies.

Duties & Responsibilities:
  • Own the accuracy, completeness and timeliness of all M&E data at all times, not only when a report is due.
  • Maintain TDSO's authoritative datasets across participation, teacher learning and pupil outcomes, keeping them linked by trainee, to school, to pupil.
  • Enforce data-entry discipline and validation, including mandatory fields such as gender, school, district and programme code, controlled programme-code lists, and deduplication on the contact identifier.
  • Record structured assessment data, such as test scores and documented grades, accurately and without interpreting it.
  • Run the data-quality check before any figures are released, and report and resolve data-quality exceptions.
  • Produce reports and extracts from validated data, whether scheduled or on request.
  • Respond to ad hoc data requests from management, returning data rather than interpretation.
  • Protect data confidentiality and integrity, and manage access, storage and retention.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in information management, statistics, data science, computer science or a related field, or equivalent practical experience
Skills & Knowledge:
General & Technical Skills
  • Demonstrated experience managing structured datasets and a CRM or relational database.
  • Strong command of spreadsheet tools, including pivot tables, and confidence in data cleaning, validation and reconciliation.
  • Working knowledge of data-handling and analysis tools (for example SQL, Power BI, Metabase, Power Query and Power Pivot, SPSS, R or Python) sufficient to produce accurate extracts and standard tables.
  • A consistent record of accuracy and attention to detail, and of maintaining data quality over time.
  • Ability to work to a reporting calendar and meet deadlines.
  • Discretion in handling confidential data.
  • Knowledge of, or experience with, the platforms that hold TDSO's data, such as a CRM (CiViCRM), a learning-management system (Moodle) or a school-management system (Gibbon), or comparable tools.
