Individual National Consultant to Conduct the Assessment of Modalities
Objectives
The overall objective of this Technical Assistance is to identify modalities of social contracting suitable for supporting human resources for ending AIDS and sustaining the HIV response (health and non-health) in Cambodia.
Specific objectives include:
- Define, describe, and characterize social contracting for HIV and AIDS response in the Cambodian local context
- Analyse the services that are currently performed by CSO and their competencies to best perform the tasks
- Identify and analyse the existing modalities of social contracting in the health and non-health sectors
- Provide recommendations for social contracting for supporting human resource capacity for the HIV response at subnational level
Duties and Responsibilities
Working closely with the Department of PMER, relevant members of the extended team and in close collaboration with key national partners the National consultant will conduct Per detail of TOR.
- The following deliverables are to be accomplished by the consultant within the scope of the consultancy and according to the timeline:
- Develop the assessment protocol: describing objectives, methodology, tools, analysis
- Defining contents of social contracting for HIV and AIDS response in the Cambodian local context developed
- Describe selection criteria to use for analysing the services that are currently performed by CSO and their competencies to best perform the tasks.
- Develop tools and train NAA team on how to use the tools
- The summary results of the Identify and analyse existing modalities of social contracting in health and non health sector has been produced
- Draft report with findings and recommendations regarding social contracting for supporting to human resource of HIV response at subnational level
- The final finding report of the social contract assessment is finalized and submitted to NAA by 15 days after the contracting period
- Qualifications Required
- An advanced degree (master or higher) in law, international law or human rights, public health or other relevant field Experience
- 08 or more years of relevant experience in the field of sustainable financing for development, including health sector specific experience
- Good knowledge of global health financing in general and the policies and operations of the Global Fund in particular; ‘
- Good knowledge and experience in country research projects related to HIV, TB and other health topics;
- Experience with NGOs and their role as advocates and services providers in the health sector including HIV, TB and other;
- Track record of health reviews and delivery of high-quality intellectual products including international publications;
- Working experience in Cambodia.
- Language skills:
- Fluency and ability to communicate and carry out comprehensive research in Khmer and English.
