Announcement Description

Sisters of Code, implemented by IT Academy STEP Cambodia and funded by the Liechtenstein Development Service (LED), invites proposals from qualified consultants or consulting firms to carry out an external evaluation of the Sisters of Code educational program in Cambodia (2024–2026).

The program aims to close the gender gap in technology by:

  • Running after-school coding clubs for girls across multiple provinces.
  • Delivering a Work Readiness Program for young women entering digital and tech jobs.
  • Implementing awareness and behaviour change activities to challenge stereotypes and promote girls in tech.

The evaluation will provide an independent assessment of results, lessons learned, and recommendations for a potential next phase and for scaling in Cambodia.

Summary

The selected consultant/firm will deliver:

  • An Inception Report with refined questions, methodology, sampling, and workplan.
  • A mixed-methods evaluation combining document review, quantitative data, and qualitative research with girls and young women, Ambassadors, partners, employers, and authorities.
  • A Draft and Final Evaluation Report (in English) assessing:
  • Relevance and effectiveness of the program components (clubs, work readiness, awareness).
  • Outcomes for girls and young women (skills, confidence, aspirations, pathways).
  • Gender equality and inclusion aspects, including barriers and enabling factors.
  • Partnerships, sustainability, and options for scaling.
  • Clear, prioritized recommendations to inform future program design and strategy.
  • A presentation of key findings to Sisters of Code and LED; a short learning/policy brief may be requested.

Final Evaluation Report deadline: 1 June 2026.

Eligibility

  • The assignment is open to independent consultants or consulting firms that meet the following criteria:
  • Minimum 5–7 years’ experience leading evaluations of education, skills development or youth employment programmes with a clear gender focus.
  • Proven experience evaluating gender equality and girls’/young women’s empowerment programmes, ideally in STEM or digital skills.
  • Strong mixed-methods skills (surveys, interviews, focus group discussions, participatory approaches with youth).
  • Experience working with adolescents and young adults in research or evaluation.
  • Experience in Cambodia or similar Southeast Asian contexts; knowledge of Cambodia’s education and tech landscape is an asset.
  • Khmer language capacity within the team, or a clear, budgeted plan for professional translation and interpretation.
  • Excellent analytical and report-writing skills in English.

Submission Requirements

Interested candidates should submit the following in English:

  1. Technical Proposal (max. 10–15 pages) including:
  2. Understanding of the assignment and context.
  3. Proposed evaluation approach and methodology, including sampling strategy and data-collection methods.
  4. Approach to gender equality, inclusion, ethics, and safeguarding.
  5. Workplan and timeline, aligned with a final report by 1 June 2026.
  6. Key risks and mitigation measures.
  7. Financial Proposal in USD, itemised, including:
  8. Daily rates and estimated days per team member.
  9. Fieldwork, travel, and accommodation costs.
  10. Translation/interpretation and data-collection costs.
  11. Workshop/validation costs.
  12. Applicable taxes and any overheads.
  13. Team Information
  14. Short organisational/consultant profile.
  15. CVs of key team members, highlighting relevant experience.
  16. Samples and References
  17. At least two examples of relevant evaluation reports.
  18. Contact details for two recent clients as references.
