Purpose of the Consultancy
SOS Children's Villages Cambodia seeks a strategic development consultant to conduct literature reviews and facilitate directional analysis of the Federation strategic frameworks, regional and national legal framework, strategic partnerships, political climate to enhance well-being of children and young people with care-lived experience, including professional caregiver.
This includes the theory of change employed by SOS Children’s Villages Cambodia, as well as advocacy’s priorities, plan of actions (Including engagement and communications).
Purpose: The consultancy aims to develop advocacy-programme integrated strategic plan in accordance with the outward looking situation and trends in child rights with the focus on quality childcare, safeguarding and sustainable reintegration to ensure cross-collaboration and coordination to amplify programme quality & relevance as well as demonstrate the Federation’s expertise and impact towards children and young people of our target.
Scope of Work and Activities
- Desktop Research: Conduct comprehensive desk research to review existing literature, policies, and practices related to child’s right, child protection in relation to the rights of children and young people in alternative care settings.
- Questionnaire Development: Develop a questionnaire aimed at gathering insights into the challenges encountered by internal and external stakeholders, including voices of children and young people of our target to better understand collaboration and communications among teams.
- Data Analysis: Analyze survey results and integrate findings with desk research outcomes to ensure comprehensive and integrated advocacy strategic plans.
- Feedback Gathering: Solicit feedback from relevant stakeholders and incorporate inputs to refine the advocacy’s strategy and priorities.
- Finalization and Presentation: Finalize the national advocacy strategy and present to national management team
Bidder Eligibility
- Qualifications
- The candidate must have a Master’s Degree desirably in the field of social sciences, development studies, or public administration.
- Preferably has a background in working with the developmental sector, collaboration with/or work in Government and Non-Government Organizations, and experience in child rights-focused programs and social services.
- Knowledge and experience in quantitative and/or qualitative, participatory research methods in areas of human-rights studies are preferred.
- Proven track record and expertise working collaboratively with international, government, and non-governmental organizations.
- Proven experience in the coordination of research, dialogue, and synthesis of complex information in strategic reports or documentation.
- Experience facilitating child-centered and safe consultations with children is essential.
- Fluency in English and Khmer languages required.
- Excellent writing skills are required as well as strong communication and documentation skills in English and Khmer (or any relevant dialect if required).
