Position Summary

Reports to: Program Manager–WASH Service Improvement 

Start date: August 2020

Salary: Competitive INGO package

Employment basis: 2-year contract, competitive INGO salary package with possibility of extension

LINE MANAGER: Program Manager–WASH Service Improvement 

This position is open to Cambodian national candidates only. 

PURPOSE

The primary purpose of this role is to build more evidence to sustain behaviour among target communities and relevant institutions on Water Sanitation and Hygiene (WASH). S/he will use his/her knowledge of health-related project management and experience with public health and social sciences principles in documenting, learning, monitoring and evaluation to drive the WASH behaviour change elements embed in national policy and guideline in WASH leading institutions. S/he will support and coordinate the behaviour change work/campaign for WaterAid Cambodia.

Duties & Responsibilities:
  • Program management
  • Coordinate with Learning and Effectiveness (LEC) team to conduct program baseline study
  • Develop and deliver BCC intervention plans in close collaboration with provincial coordinators in Kandal, Kampong Speu and Kampong Chhnang
  • Map out key program partners in target areas to deliver program implementation plan
  • Work closely with Provincial Coordinator in Kandal, Kampong Speu and Kampong Chhnang to identify opportunity to improve behavior change program delivery
  • Coordinate with M&E and program team for learning and accountability, working with partners to meet donor reporting requirements.
  • Manage the relationships and deepen collaboration with Ministry of Rural Development (MRD), Provincial Department of Rural Development (PDRD) and other relevant ministries.
  • Manage the relationship with other partners such as creative agency, research institution, and other local enterprises.
  • Technical leadership
  • Be a technical focal point for supporting WaterAid teams on WASH behaviour change and share WaterAid’s experiences internally and externally.
  • Lead the integration of hygiene behaviour change across all of WaterAid’s work.
  • Lead in designing hygiene behaviour change campaigns to improve well-being of garment factories workers.
  • Lead advocacy to position hygiene as fundamental to integrate into other development discourse such as immunisation, nutrition etc.
  • Represent WA in national Behaviour Change taskforce and other sector influencing spaces.
  • Be part of global behaviour change working group and represent WA in external forum on behaviour change communication approaches.
  • Research, learning and documentation
  • Support research, including formative research, related to WASH and Health and Hygiene Behaviour Change including research design, data analysis and report writing.Generate an evidence based to inform better programming and influence policy decisions related.
  • Coordinate the Communications team to develop strategic communication products based on program evidence.
Requirements:
  • Qualifications
  • Essential
  • Master Degree in Public Health or social sciences related
  • Desirable
  • Relevant degree related to behavior change or environmental sciences.
  • Experience
  • Essential
  • Clear programmatic understanding at local and national level at health sector.
  • Relevant experiences on water, sanitation and hygiene and health – related to behavior change.
  • Working with Government systems at national and/or sub-national level.
  • Basic understanding on behavior change theory and has practical experiences on program implementation.
  • At least 3 years of relevant work experience – including in program management.
  • At least 3 years of experience of managing partners.
  • Experience in conducting formative research and developing creative intervention.
  • Operationalizing effective monitoring, evaluation and learning process.
  • Writing high quality reports for a range of internal and external audiences.
  • Write project case studies, communication materials and documentation.
  • Desirable
  • Deep understanding of behavior changes theory and concepts and latest approaches and research.
  • Experience working with the Ministry of Health, Garment factory sector
  • Experience designing and conducting evaluation and research relating to behavior change.
  • Experience of establishing new partnerships.
  • Experience working in building capacity of partners.

  • Writing briefing notes and reports.
  • Strong facilitation and communication skills in Khmer and English (both written and verbal), good editing skills and the ability to tailor communication materials for different audiences.
  • Organized and methodical approach, with the ability to manage multiple priorities and meet deadlines.
  • Knowledge of national behavior change guidelines
  • Skill in designing and facilitating knowledge sharing and events
  • Strong computer literacy: MS Office (Excel, PPT, Word)
