Youth Development and M&E Coordinator (1 Position)

Position Summary

JOB SUMMARY

The Program Coordinator for Youth Development and M&E will collaborate closely with the Programme Director to enhance the organization's youth development initiatives. Key responsibilities include planning, mentoring, and coordinating with youth leaders and educators. The role focuses on creating individual development plans to equip youth with essential life, employability, and vocational skills for self-reliance. Additionally, the coordinator will establish a monitoring, evaluation, and learning system utilizing Results-Based Management tools and software like PDB2 and Pro Digi across all project locations.

Expectations - Duties, Responsibilities
  • Youth Program Planning and Development
  • Develop youth-friendly communication materials to share program successes and lessons learned.·       
  • Develop, implement, and manage youth-focused programs that align with organizational goals.
  • Facilitate activities that promote youth engagement, skill development, and leadership.
  • Establish feedback mechanisms for youth participants to inform program improvements.
  • Design and implement comprehensive M&E frameworks for youth programs, including specific indicators related to youth outcomes.  
  • Leads the development of the national strategic direction for youth development in accordance with the organizational mission, policies and strategies.
  • Coordinates and oversee all phases of the youth planning, implementation, development and evaluation of the project, making sure that goals and objectives are met in accordance with proposal and approved strategic plan.
  • Ensures that the IDP process is effectively carried out and maintained during youth staying and after youth care.
  • Creates a secure and safe environment for and with individual youths.
  • Liaises with youth leaders to lead young adults through a possible transition process from the SOS Youth Facility to (semi-)/independent life.
  • Works in close cooperation with youth leaders, project heads and other key support staff to develop national youth development plans, including alternative care and activities.
  • Content wise, receives additional guidance and support from and cooperates with the respective Regional Youth Advisor.
  • Ensures implementation of effective youth programme, youth guideline and policies and interpretation into practice, disseminate to others; technical assistance to youth leaders as per capacity development activities, including coaching, consultation, vocational skill, employability skill, life skills, academic orientation, choices of profession, and social awareness.
  • Document interaction and behaviours of youth through loggings, point sheet and incident reports, coordinate with village directors where project development and youth’s issues are addressed.
  • Uses software platforms and systems, including PDB2, RBM and Pro Digi, but not limited to review and monitor, plan, execute and report on work progress and achievements.       
  • Represents youth development programmes as well as the organisation at national, regional and continental internal and external forums.        
  • Regularly visits the youth houses/facilities to ensure proper utilization of organizational resources, including property, vehicles, equipment and funds.·       
  • Tracking of successful outcomes and reporting is also required and must be reported to the direct supervisor; and produces of reports such as, weekly, monthly and on ad-hoc manner when required.
  • Performs other duties and responsibilities as assigned by direct supervisor.
  • Monitoring and Evaluation
  • Ensure regular data collection, analysis, and reporting, utilizing both qualitative and quantitative methods.       
  • Maintain accurate and up-to-date records of program activities and participant information.
  • Regularly revise and update beneficiary information in collaboration with M&E focal points at project locations.       
  • Prepare and present M&E reports to management and stakeholders, highlighting key findings and recommendations.       
  • Use M&E findings to adapt and enhance program strategies, ensuring responsiveness to youth needs and interests.       
  • Promote a culture of continuous learning within the organization, integrating lessons learned into future programming.       
  • Ensures monitoring and evaluation systems are put in place, including live systems and offline M&E.
  • Effectively evaluate programs and make program recommendations or changes based on the results of the programs.        
  • Facilitates development and implementation of M&E activities tools in all project locations and ensures the data of each indicator is up to date.
  • Regularly revises beneficiaries' information and reviews to make sure the data updating in each program unit has been updated with PDB2 focal persons at project locations.
  • Presents key data figures and indicates from SOS database systems, including PDB2, RBM and Pro DIGI, for the purposes of review, monitoring, planning, and reporting for management at project and national levels.        
  • Establish feedback mechanisms for youth participants to inform program improvements.
  • Support and Capacity Development
  • Provide orientation/workshops on youth engagement strategies, rights-based approaches, and program design implementation for youth.         
  • Support staff and youth with skills in designing and implementing M&E tools, including data collection and analysis methods.        
  • Provide training in effective communication techniques to enhance advocacy efforts and youth participation in discussions and media.
  • Facilitate leadership training programs for youth to develop their skills in advocacy, decision-making, and community organizing.        
  • Create platforms for youth to connect with stakeholders, organizations, and peers for knowledge sharing and collaboration.
  • Provide access to resources, funding opportunities, and materials necessary for effective program implementation and M&E activities.
  • Supports and links child and youth led network to join advocacy campaign, radio talk show and TV show as and when required and agreed by the supervisor.
Requirements - Skills, Qualifications, Experience
  • Requirement
  • University degree or advanced study in Social Work, Psychology, Management, International Relations, or related fields.
  • Minimum of three years of experience in coordination, youth development, advocacy, and Monitoring and Evaluation (M&E).
  • Strong understanding of M&E principles, including the design and implementation of M&E tools such as baselines, surveys, assessments, and results-based management.
  • Experience in data collection, analysis, and reporting.
  • In-depth knowledge of youth issues, rights-based approaches, and strategies for youth involvement and empowerment.
  • Strong interpersonal skills with the ability to engage and motivate youth and collaborate effectively with coworkers and stakeholders.
  • Proven ability to work as part of a team and contribute to a positive work environment.

  • Strong ability to analyse data, conduct research, and develop insightful reports and proposals, with proficiency in M&E tools and software (e.g., SPSS, Excel).

Village Director (1 Position)

JOB SUMMARY

Village Director is a mid-level management team member classification responsible for managing department-wide facility services and related projects and providing overall leadership/management to the project team and assistance with strategic, tactical execution of SOS Children's Village Projects. The Village Director leads SOS Family Care and coordinates all SFC activities and is responsible and accountable for the overall development of the SOS Family Care and guiding the village and its co-workers in a strategic way according to SOS Children’s Villages’ policies and values. The Village Director ensures the implementation of the SOS Children’s Village Programme, Policy and assures the implementation of quality child development programme work with SOS families in order to enable possibility for children to grow in healthy and safety environment, acquiring general education completely and develop their talent and self-confidence for their future.

Expectations - Duties, Responsibilities
  • Administration and management
  • Ensures the overall development of SFC which includes presiding over the village committee and child admission committee, cooperates closely with Youth leader, representative from SOS Mothers in their daily works.
  • Guides and supports all co-workers, SOS mothers and Youth care co-workers, provides them with feedback, carries out PATs and encourages co-workers to take responsibilities on their​own works.
  • Promotes strong and long-term partnerships with communities and external stakeholders as well as authorities from local government units as needed to seek support and for the​planning and all project implementations.
  • Coordinates the planning and budgeting, monitoring and evaluation processes for the SFC and contributes to the development of the NA.
  • Ensures the implementation of the organization’s policies and guidelines and rollout to all co- workers in the CV.
  • Implements administrative systems promoting the efficient and responsible use of financial​resources and property.
  • Leads and guides all co-workers in the SFC and ensures the development, need, security of every child in our care according to SOS federation policies and guidelines as well as national​strategies.
  • Plans, organizes, prioritizes and direct household facility maintenance and repairs activities, conducts inspections of house facilities, create and implement long term household capital project plans; manage repairs and replacement of material in office furniture and equipment.
  • Prioritizes and allocates workspace among various staff and division; coordinate facility remedy and workspace design, coordinates and make decisions regarding the effective utilization of furniture and equipment in all household, land usage and department facilities; and make recommendation to ND on proposed facility needs.
  • Determines guidelines and negotiates terms and conditions of facility and services contracts, monitors related contract, leases and financial agreement; evaluate request for proposal; awarding; monitor related contracts, and financial agreement for compliance with terms and conditions; ensure that contracts integrate with village goal and resolve contract disputes
  • Develops and implements directly or through subordinate staff, policies, procedures, and processes,
  • ensure efficient, safe and fiscally responsible purchasing practices; consult with ND and other
  • management to ensure purchasing operation integrate with village’s goals; develop a monitor purchasing performance, reviews and approves requests to purchase and prepare written purchase policies, correspondents and reports.
  • Assumes overall management of project development and implementation activities relating to village, family, community, youth, sponsorship and education projects
  • Supervises and mentors project officers, providing them with all necessary assistance to ensure that project activities are carried out in a timely manner with attention to quality and conducts regular meetings to assess progress.
  • Develops ideas that address organizational priorities and provide inputs into strategic and operational planning exercises in consultation with ND
  • Works with relevant co-workers and NO management to strengthen and improve project impact, human resource and sustainability, especially issues related to children development

  • Support, Coordination & Capacity Development
  • Supports and guides other staff involved in administration and management.
  • Coordinates recruitment and orientation for all village and youth facilities co-workers in consultation with HROD.
  • Takes responsibility to implement SOS Child and Youth Safeguarding Policy, PSHEA and CoC to all Co-workers in consultation with HROD and ND to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
  • Annually reviews the performances of all staffs under his/her supervisions for better improvement and new achievement, rewarding and/or disapproval.
  • Leads, guides and supports to conduct orientation the RBM circle at his/her project location with support provided from national RBM team to meet the standard requirements at both national and international level.
  • Be a supportive superior by building a culture of trust and learning and understands the concept of fundraising
  • Explores opportunities for partnership and knowledge sharing with stakeholders involved in related children initiatives
  • Identifies and ensures support for staff capacity building needs.
  • Represents SOS children's villages of Cambodia in the province at relevant meetings and assists in planning and hosting donors visits as required.
  • Trains/orients system focal person under his/her supervision to be well aware of system usage and regularly do the data updating.
  • Coordinates with national focal person in case the technical supports are needed.
  • Reporting
  • Officially verifies the data quality at own project location is obtained and closely follows up focal person to have information of participants well be inserted into data management systems (PDB2, Pro DiGi, Dashboard …) due to proper period of time.
  • Provides required regular reports for data management systems (PDB2, Pro DiGi, Dashboard to report to the supervisor and relevant management as required.
  • Provides report on child registration, admission and leave care
  • Provides regular updates on projects activities and plans at monthly meeting submit to National Director
  • Assists and supports other Village Directors with additional assignments with an appropriate sense of humor, positive and professional attitude, and team spirit as and when required/requested
  • Raises awareness to all co-workers on any SOS Children’s Villages policies and guidelines.
Requirements - Skills, Qualifications, Experience
  • Requirement
  • University Degree in the social development or other related fields (Management, education etc.)
  • A minimum of 5 years of professional experience with NGOs, UN agency, or private sectors in office administrative issues.
  • An interest in development of family livelihood and understanding how they grow
  • An appreciation of informal education and a desire to help the vulnerable learn by doing
  • Computer literacy in MS Office such as Word, Excel, PowerPoint and database programs
  • Good knowledge of children's issues, children rights analyse and community involvement in the village
  • A good understanding of community development work and the social welfare system in the country
  • Excellent analytical, research, report writing and proposal development skills
  • Proficiency in spoken and written English and Khmer is a must.
