IESC is seeking consultants for the Skills for Better Jobs (C1.2) programme that aims to foster a mindset of service delivery among training institutions, with a focus on employers as ultimate clients, and better jobs for their trainees as ultimate outcomes, through providing demand-responsive and better-quality training. This position is contingent upon IESC winning the award. Candidates should be available to join the programme expected in September 2025. We will consider applications on a rolling basis and encourage early submissions.

Training Specialist

Expectations - Duties, Responsibilities
  • Support the Industry-TVET Partnership Specialist with management of relationships with training institutions (TIs) and other training and education providers
  • Development and adaptation of demand-responsive curricula of short- and long-term training programs, with combined in-firm and classroom delivery, ideally in the automotive and/or electronics sector(s)
  • Design and delivery of interventions to upskill TVET instructors, including through return-to-industry schemes
  • Design and implementation of credible assessment and certification practices, including ideally industry-certification
Requirements - Skills, Qualifications, Experience
  • Graduate degree (MSc. MA/MBA) in education, human resources, business administration, or relevant fields or a track record of holding positions requiring a graduate-degree level of knowledge and competencies;
  • At least 10 years of proven working experience in supporting public TVET and Training, preferably with experience in both Cambodia and other middle income countries,
  • At least 10 years of professional experience in developing and implementing employment-oriented TVET measures in cooperation with TVET institutions and the private sector;
  • Fluency in English and Khmer
 
 

Implementation Coordinator

Expectations - Duties, Responsibilities
  • Manage the day-to-day implementation and activities of the TA;
  • Manage all communication with program staff and participants;
  • Responsible for ensuring the local relevance of program content, and adapting outreach, training, and other materials as needed for local contexts;
  • Coordinate communication and media for outreach and visibility.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in economics, business administration, or marketing, communications, or other relevant field (graduate degree preferred).
  • Proven at least 5 years’ experience implementing management training, managing communication campaigns, and/or implementing large-scale programs serving broad and diverse groups of participants.
  • Strong written and oral communication and interpersonal skills, particularly to reach and engage effectively with multicultural and educationally and socioeconomically diverse stakeholders and audiences.
  • Fluency in English and Khmer
