Bayon Education & Development (BED) organization is a local non-government organization (LNGO) registered with the Ministry of Interior of the Kingdom of Cambodia, no 538, since 23 March 2015, with its head office located at Taphul Road, Taphul Village, Svay Dangkum Commune, Siem Reap District, Siem Reap City, Cambodia.

BED’s mission focuses on empowering poor and vulnerable people, especially children, youth and women. BED works to improve wellbeing livelihoods through quality education, Technical and Vocational Education and Training (TVET) programs, and initiatives in promoting agroecology, entrepreneurship, health, good governance, climate justice, gender equality, and inclusive societies.

Since 1997, BED's programs have supported more than 1,500 children and youth from pre-school to university. Since 2015, the organization had also empowered 237 young people from disadvantaged backgrounds — including 205 women — with vocational training and support for job placement. Of these, 171 young women were trained in baking and pastry skills, and 66 young people in agroecology and food processing.

BED's upcoming five-year strategic plan for 2026-2030 is aligned with the Cambodian Education Strategic Plan (2024-2028) and Teacher Policy Action Plan (2024-2030). BED core objective is to contribute to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all (SDG 4). To achieve this, the plan focuses on several key areas, including early support for slow learners, parental and early childhood education, community health and well-being, access to vocational training and career pathways, job creation, and strengthening partnerships with stakeholders. The plan also emphasizes the development of language, green and digital skills. By supporting SDG 4, we also contribute to other goals, such as poverty reduction (SDG 1), gender equality (SDG 5), good health and well-being (SDG 3), and climate action (SDG 13).

Main Job Duties

The Workplace Doctor is responsible for ensuring the protection of employees’ and students’ health through medical supervision, occupational health assessments, emergency care, and compliance with Cambodian workplace health legislation, including Prakas 139 and the Guidelines for Enterprise Infirmaries issued by the Ministry of Labour.

This role involves working closely with the organization's referral doctor, who understands the teams and their specific needs.

Duties & Responsibilities:
  • Medical Care & First Aid
  • Provide immediate first aid and emergency medical care to employees and students.
  • Deliver primary care for minor and common illnesses.
  • Ensure proper referral of serious or complex cases requiring hospital care.
  • Offer health counselling, including reproductive health and family planning, as permitted by law.
  • Occupational Health Duties (Legal Compliance)
  • Conduct pre-employment medical examinations for all staff.
  • Conduct annual medical examinations in compliance with Prakas 139.
  • Assess the physical and mental fitness of employees for their roles.
  • Ensure the correct operation of the infirmary / care rooms and compliance with national standards.
  • Advise the employer on health risks, ergonomics, and preventive measures
  • Administration & Reporting
  • Maintain confidential medical records in accordance with medical ethics and Cambodian regulations.
  • Submit mandatory periodic reports to The Ministry of Labour and The Ministry of Health
  • Ensure availability, storage, and proper use of medications and medical supplies.
  • Guarantee the hygiene, safety, and cleanliness of medical facilities.
  • Health Prevention, Risk Assessment & Training
  • Perform workplace risk assessments and recommend corrective measures.
  • Inspect work environments to ensure compliance with health, hygiene, and safety standards.
  • Lead health education sessions on: Hygiene & nutrition, Disease prevention, Reproductive health, HIV/AIDS awareness
  • Track data on illnesses and accidents to identify emerging health trends.
  • Organize regular first-aid training for staff members.

  • Hold a Doctor of Medicine degree recognized by the Ministry of Health.
  • Be registered with the Medical Council of Cambodia.
  • Have no criminal record.
  • Be in good physical and mental health to perform medical duties.
  • Hold a valid Enterprise Physician License issued by the
  • Department of Occupational Safety and Health (DoSH) – Ministry of Labour.
  • Have completed the mandatory Occupational Safety and Health (OSH) training delivered by the DoSH.

Main Job Duties

Bayon Education & Development (BED) is strengthening its health, safeguarding, and well-being systems for both staff and students across its education and vocational training programs.

As part of this effort, BED is reinforcing its occupational health and student health services by establishing a Nurse position working in close coordination with a referent Occupational Doctor. This role contributes directly to student protection, staff well-being, and the organization’s duty of care.

The Occupational Health Nurse provides day-to-day health care services, first aid, prevention activities, and health coordination for BED staff and students.

Working under the direct supervision of the referent Occupational Doctor, the Nurse manages infirmary services across BED sites, supports health check-ups, coordinates hospital referrals, and ensures follow-up for medical, dental, optical, and hygiene-related issues.

Duties & Responsibilities:
  • Occupational Health & Primary Care
  • (Staff and students – Pastry School & Agroecology School)
  • Provide immediate primary health care and first aid to staff and students.
  • Administer medicines strictly according to prescriptions issued by the referent doctor.
  • Monitor vital signs (blood pressure, temperature, pulse) and document observations for medical follow-up.
  • Identify warning signs and refer cases requiring further medical attention.
  • Provide basic health education and advice to patients (nutrition, hygiene, reproductive health, maternal and child health, etc.), within scope and under medical guidance.
  • Ensure strict confidentiality of all medical information.
  • Infirmary Management
  • Ensure daily presence and health monitoring at the primary school in the morning; continue support at headquarters and agroecology school as required.
  • Manage infirmaries across BED sites and ensure adequate stock of medicines, first-aid materials, and hygiene supplies.
  • Respond to emergencies and coordinate urgent care.
  • Maintain detailed medical records for all patients receiving treatment or first aid.
  • Prepare recommendations to management for cases requiring hospitalization or specialized care.
  • Health Check-up Coordination
  • Organize and support regular health check-ups in coordination with the referent doctor.
  • Record, manage, and analyze health data from check-ups.
  • Ensure follow-up on medical recommendations.
  • Coordinate family visits for health investigations when necessary.
  • Hospitalization & Medical Referrals
  • Organize and accompany staff or students to partner clinics or hospitals when needed.
  • Inform and coordinate with families regarding student health issues.
  • Maintain records of hospitalizations and treatments and ensure proper follow-up.
  • Coordinate and verify medical-related cash disbursements and reimbursements with hospitals and the accounting team.
  • Dental Care Coordination
  • Maintain and update records of students requiring dental care.
  • Coordinate dental visits with partner clinics.
  • Track treatments, follow-ups, and related costs.
  • Manage and verify payments and reimbursements related to dental services.
  • Optical / Eye Care Coordination
  • Maintain records of students with optical or eye health needs.
  • Coordinate consultations with specialist partners.
  • Organize transportation and follow-up for optical care.
  • Hygiene Promotion & Prevention
  • Plan, request, and distribute hygiene kits and sanitary pads on a quarterly basis.
  • Support supplier review and price quotation processes.
  • Deliver hygiene awareness and prevention sessions to students.
  • Monitor hygiene practices, identify at-risk students, and provide coaching.
  • Support hygiene-related awareness activities involving families when needed.
  • Administration & Management Support
  • Compile and monitor health, dental, and optical indicators.
  • Prepare weekly, monthly, and quarterly reports for management.
  • Support health education sessions (nutrition, puberty, well-being) in coordination with specialized NGOs or partners.
