Announcement Description

The overall objective of this project is that districts and municipalities in the selected partner provinces use strategies and improved processes for service delivery in priority sectors. The module supports the further development of Cambodia's decentralization reform at national level and its implementation in the provinces in the water and waste management sectors, further development of One-Window-Service-Offices (OWSOs) and ombuds-offices. A multi-stakeholder approach ensures the involvement of technical and management staff from sub-national administrations, of elected councilors and of representatives of civil society and the private sector. The project aims to support the digitalization of administrative services offered by OWSO and to create mobile OWSOs for services of particular relevance to disadvantaged groups. It also aims to develop climate-sensitive water and waste management strategies in a participatory manner in three partner provinces, strengthening citizens’ access to decision-making processes at the level of districts and municipalities.

Position Summary

The position is for Decentralization Project – 24 months, Banteay Meanchey, Cambodia

Project Status: tender won, project has started in November 2022

Project Title: Improved Service Delivery for Citizens in Cambodia (ISD)

Project Period: 11/2022 – 10/2025 (35 months)

Duration of Assignment: 400 working days from January 2023 until December 2025 (full-time)

Job Description:

The proposed Water Management Advisor in Banteay Meanchey, Cambodia, will provide technical and organizational advice to the project and its partners on water management and to improve access and quality of water related service delivery. He*she will implement the related activities in Banteay Meanchey and work with sub-national administrations to improve water management. This will include the facilitation of trainings and developing capacity of administrative service providers and the provision of technical expertise for the set-up and sustainable anchoring of communication, cooperation and coordination initiatives. He*she will moreover work on mainstreaming issues such as access of vulnerable groups and gender and contribute monitoring and evaluation, knowledge management and will report to the Team Leader and GIZ.

Requirements - Skills, Qualifications, Experience
  • Education/training: Advanced university degree (master’s or equivalent) in water resource management, water supply or sanitation;
  • Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages
  • General professional experience: 5 years of professional experience in water management in Cambodia
  • Specific professional experience: 2 years of professional experience in working with sub-national administrations in Cambodia (Expert 6 in Banteay Meanchey)
  • Development cooperation (DC) experience: 2 years of experience working in DC projects
