Position Summary
CAPRED is seeking to recruit a highly experienced and qualified short-term adviser for the position of Water Environmental Adviser. The selected adviser will support the program to update its Environmental Management System and Environmental Checklist for the program’s portfolio in the clean water supply sector. The role will be a mixture of home based and travel to Cambodia (Phnom Penh and potentially some travel to provincial locations). This is a short term 3-month position. The Water Environmental Adviser will report to Infrastructure Lead.
Duties & Responsibilities:
- To achieve the above summary role, specific activities under the assignment will include but not limited to:
- Review the program’s existing Environmental Management System and Environmental Checklist
- Review existing Cambodian, Australian and relevant international laws and regulations on environmental safeguard requirements related to establishment of piped clean water supply infrastructures.
- Review the program’s existing and planned portfolio for piped clean water supply.
- Review the program’s existing climate change integration strategies to ensure consistency of the two systems to be implemented in the program.
- Review the potential effect on biodiversity as a result of the program’s activities.
- Understand the relationship between the effects of the program’s activities on the environment, social dynamic and the vulnerable groups including women, people with disability, people in the minority group, etc.
- Consult with relevant stakeholders to gather and confirm relevant and updated information.
- Ensure that the program’s up to date Environmental Management System and Checklist allow the programs to comply with relevant rules and regulations for environmental and social protection, properly capture and manage its environmental and social risks for piped clean water supply projects, and where opportunities allow, improve the environmental resilience resulting from the program’s activities.
- Education background
- A master's degree in environmental science, or a related field is required.
- A PhD’s degree in a relevant discipline would be an advantage.
- Experiences and competencies:
- Have extensive knowledge of Cambodia and Australian environmental laws and regulations related to water.
- Excellent understanding of Cambodia’s water resource and environmental context.
- An extensive experience developing Environmental Management System and Checklist for development programs, especially DFAT funded programs.
- Beware of the existing trend of the environmental and biodiversity focus in relation to climate change.
- Excellent language proficiency level for English in writing and speaking.
- Exceptional communication and interpersonal skills, with the ability to build effective relationships with stakeholders at various levels.
- Demonstrated commitment to GEDSI and climate resilience.
- This is a short-term position with attractive remuneration package being commensurate with qualifications and experience.
