Water and Sanitation Coordinator
Location: Phnom Penh office with frequent travel to provinces
Contract: Full-time, 1 year with a possibility to extend
Direct supervision: Country Representative, Program Manager
Department: Basic Services and Natural Resources department (SEREN) and the Local Essential Services (SEL) thematic team implementing water, sanitation, waste, and energy projects
- Provide strategic, methodological and) technical support to all the SEL Cambodia team
- Participate in the design, writing, quality, and strategic coherence of new project proposals (with support from program managers)
- Supervise planning and operational implementation of activities conducted by the project managers
- Ensure management of human resources across multiple projects and teams, as well as contribute to their team members’ development
- Ensure relationships across partners, including participating in sector activities;
- Facilitate strategic reflections on his/her area of expertise and geographic area;
- Contribute to the definition and implementation of the policy for communication, advocacy and production of SEL projects and references
- Serve as project manager for large or strategic projects or programs, such as:
- Proparco Access to Finance Phase II program (technical assistance to private bank issuing loans to water, electricity, and climate-related business operators)
- AFD/MPWT Provincial Water Supply and Sanitation Project (technical assistance to MPWT)
- Other projects as necessary, such as strategy and policy TAs to ministries
- Lead teams supporting water and/or energy and/or climate change projects, feasibility studies, data collection, technical surveys, and reporting
- Lead technical tools design for data collection and projects’ monitoring and evaluation, data analysis and report writing.
- Preparing and/or reviewing the report of technical study, socio-economic assessment, and business plans produced by water and sanitation service providers
- Planning, budgeting, and organizing field activities
- Providing technical capacity building to relevant stakeholders and Gret team members
- Work closely with projects’ stakeholders and partners (water and/or Energy) such as the private sector, facility operators, relevant ministry and/or provincial departments, and sub-national administrative, etc.)
- Support some level of water sector strategy, policy, and engineering standards with relevant stakeholder engagement.
- Collaborate with WATSAN and other GRET project teams to support the WATSAN and/or energy and/or climate change project activities and produce communication material for projects.
- Other tasks required by project program managers
- At least a bachelor's degree (master's degree preferred) in water supply or environmental engineering, water management, natural resource or other related majors.
- At least 8 years of relevant experience
- Knowledge and experience with urban and rural water and/or energy and/or climate change and/or natural resources project management/design.
- Experience working with relevant ministries (MISTI, MPWT, MRD, MOWRAM, etc.), local/international partners, and private sector service providers (water and sanitation)
- Experience in facilitating high-level discussion on essential public services or environmental issues
- Experience in contract negotiation
- Experience in water sector strategy, policy, and engineering standards is an asset.
- Experience in managing teams of four or more
- Experience in leading partners and/or subcontractors
- Excellent analytical skills, proactive, teamwork, problem-solving, and management.
- Ability to lead small multicultural teams in field data collection, analysis, and reporting.
- Excellence in communication in Khmer and English in writing, listening, reading and speaking is required; French is an asset
- Willing to work at the field and able to stay overnight in project target areas.
