WASH and Nurturing Care Behavior Change Communications (BCC) Specialist

Job Summary:
Funded by the United States Agency for International Development (USAID) in Cambodia, the Integrated Early Childhood Development Activity (IECD) operates in Kampong Thom and Preah Vihear Provinces to (1) advance the physical, cognitive, linguistic and social-emotional development of young children; (2) decrease stunting rates for children under the age of five among the target population; and (3) enable appropriate care for children with developmental delays and disabilities. Led by Research Triangle Institute (RTI) and its partners (Helen Keller International and Safe Haven), IECD supports the Royal Government of Cambodia (RGC) efforts to promote nurturing care and improve nutrition for all children, including the most vulnerable, starting from before birth. IECD period of performance is 2020-2025.
IECD also works to strengthen nutrition service delivery in health facilities and in communities; supports nutrition-sensitive agriculture and improved livelihoods; improves water, sanitation, and hygiene (WASH) practices among caregivers; facilitates screening and access to services for children who may have developmental delays and disabilities; and promotes responsive caregiving to help children meet critical developmental milestones. The focus of IECD is on children under age five and their caregivers, with emphasis on the first 1,000 days of life.
This full-time position is based in IECD Phnom Penh office with frequent travel to target areas within Kampong Thom and Preah Vihear Province.

- Collaborates with IECD partners, including Early Childhood Development, Nutrition, Disability and Social Inclusion, and WASH organizations at the national and provincial levels to ensure alignment of BCC campaigns with other stakeholders.
- Supports design, training, and monitoring of all project BCC activities.
- Identifies, modifies, and uses existing messages, programs and materials, taking into consideration gender equity and social inclusion.
- Ensures BCC language and materials are aligned with on-going WASH program activities and supports the market-based sanitation approach.
- Supports activities to strengthen community engagement, efficacy, and ownership of activity-supported services and resources.
- Assures the technical quality of activity messages and approaches.
- Supports activity assessments, evaluations and studies.
- Coordinate with the WASH team and the commune level support team at the provincial level to effectively implement WASH behavior change strategies/activities, in particular the sanitation behavior change strategies/activities for the last mile group.
- Work closely with the IECD-WASH Technical Lead, to support activity assessments, evaluations and studies, preparation of high-quality technical reports to USAID (quarterly, annual, and other performance reports) as requested.
- Perform monitoring and follow-up on the BCC activities that are being implemented by IECD team relating to nurturing care, gender inclusion, children with disabilities and developmental delays, documenting progress and making recommendations for improvement.
- Work closely with the technical leads and Gender and Monitoring, Evaluation and Learning teams to develop the implementation plan to respond to the gaps that are found during regular monitoring
- Provide technical support on BCC re-call surveys and evaluations as needed.
- Minimum Required Education and Experience
- Bachelor’s degree in communications, or a related field plus at least five (5) years of experience implementing BCC programs promoting water and sanitation behaviors in rural Cambodia.
- Previous experience related to Early Childhood Development, Agriculture, Nutrition and Services for children with developmental delays and/or disabilities is desirable.
- Demonstrated experience in the design and implementation of community-based programs focusing on WASH or health services, and on outcomes for children.
- Demonstrated success in providing hands-on capacity building to local stakeholders.
- Familiarity with previous WASH BCC campaigns and market-based sanitation initiatives.

- Ability to build relationships with clients, peers, and stakeholders and to work collaboratively with officials from the Royal Government of Cambodia, the USG, NGOs, civil society organizations, and others.
- Strong oral and written communication skills and ability to work independently and as part of a team.
- Strong computer skills including proficiency with Microsoft Office applications.
- Fluency in Khmer, proficiency in English.
