Announcement Description

Krousar Yoeung Association (KrY), a Cambodian local non-governmental organization with no religious or political ties, was established in November 2001 and officially registered with the Ministry of Interior on August 13, 2002. The Association is working to contribute to the emergence of an environment conducive to small children’s overall and holistic development, which includes their intellectual capacities, language skills, harmony, living conditions, and physical condition.

With more than 15 year-practical experiences in the field of ECCD in Cambodia, KrY has been widely recognized as a leading NGO through its innovative pedagogy, implementation of Community based Pre-schools (CPS), Community Mobilization, Parenting, Family Empowering, and Advocacy. Since established, KrY has supported rural and sub-urban communities to establish more than 150 pre-schools, of which 85% are continuing to run well due to the community leadership and management. The CPS model developed by KrY (with international partner Enfants & Développement) was scaled up by UNICEF and integrated into the strategy of the government, and more than 2,000 CPS have been created. In addition, KrY has contributed to build the capacity of more than 800 pre-school teachers from rural communities, the private sectors, and NGOs partners through its effective training curriculum and teaching methodologies.

By the end of 2018, KrY successfully reached its five-year strategic plan 2014-2018. With great effort and active participation of management team and staff under the director of boards, KrY has actively drafted its 5-year strategic planning 2021-2025. The draft of 5-year strategic framework needs to be finalized for the organization. Toward this, KrY is seeking for a qualified consultant who has an extensive experience in developing strategic framework/plan for organizations/institutions.

Position Summary

OBJECTIVE OF THE CONSULTANCY

The main objective of the consultancy work is to review the draft version of the new strategic plan of KrY which was recently drafted by the organization. The consultant will undertake the following tasks as below:

  • Review the draft version of the plan and suggest idea for adjustment or provision of additional information in consultation with key senior staff and management team. Doing more program analysis to shape the strategic plan in order to match with the current development context and donor trends,
  • leading the consultative meetings and discussion amongst the relevant staff, management, board members, and key stakeholders to collect more inputs/comments/feedback for improve the strategic framework/plan. Writing a comprehensive strategic plan and present to the board and management team of KrY for finalization.

DELIVERABLES

  • A Final Strategic Plan Report: The final strategic plan 2021-2025 for KrY

TIMEFRAME

The assignment is expected to undertake from the beginning of December 2020 and report is to be submitted by the end of December 2020. The consultancy work is allowed only 10 days including the planning, desk review, collecting additional information, drafting, and finalizing the document,

CONSULTANCY FEE AND PAYMENT TERM

The period allowable under this assignment is from the beginning to the end of December 2020. KrY will make decision on the payment based-on the actual number of days worked with the reference of the consultant fee voucher/timesheet and acceptability of the deliverables.

Requirements:
  • At least Master or PhD degree in the Development Study and Strategic Management, and or any relevant field.
  • At five-year working experiences in top management and leadership of the non-profit organization,
  • Extensive experience in similar assignment like the organizational development, strategic planning, institutional capacity development and evaluation,
  • A deep understanding of the education sector in Cambodia particularly the ECCD,
  • Fluent in English. Excellent written and verbal communication skills in English,
  • Analytical and critical thinking skills, and
  • Punctuality and availability to complete the tasks on time.

Note: The submitted proposal must briefly outline the relevant background and experiences of the consultant, a proposed methodology, and activity schedule as well as the quotation with inclusion of tax on consultancy (15%).
