The Non-Timber Forest Products Exchange Programme (NTFP-EP) is a regional non-profit organisation with its headquarters based in Manila, Philippines and its programmes are being implementing in Cambodia, India, Indonesia, Malaysia, Vietnam and the Philippines. NTFP-EP strategic direction (2016-2020) for Asia was developed and covers four key thematic areas regionally including 1) community livelihood development, 2) biodiversity conservation, 3) tenure right and governance and 4) IP food and health. This strategic direction is being used by individual country programmes to guide their operations.

Position Summary

This position: will travels to the provinces depending on job requirement

JOB SUMMARY: The Finance and Administrative Coordinator shall lead in the planning, monitoring, managing and reporting on all NTFP-EP Cambodia funds, and shall be responsible for general office administration, human resources, government compliance, documents and contracts. She/he will be a member of the Cambodia Management Team (CMT).

REPORTS DIRECTLY TO : Cambodia Programme Manager

SUPERVISES : Accounting Officer, Admin Officer/Cashier

COORDINATES WITH : Other NTFP-EP Cambodia staff, partners, consultants and other NTFP-EP Asia staff (ED, Finance Coordinator, Operations Director)

DUTIES AND RESPONSIBILITIES: Each Employee's duties and responsibilities contribute towards the attainment of the Vision, Mission, and Goals of NTFP-EP. This includes providing proactive support and working in cooperation with partners, including those from the marginalized sectors in the different country networks and in various capacities.

Duties & Responsibilities:
  • FINANCE MANAGEMENT
  • Oversees all finance and accounting function including budgeting; asset and cash flow management; payroll; management reporting; financial, variance and accounts analysis in accordance with generally accepted accounting principles, financial policies and procedures of NTFP-EP, and all other applicable laws rules and guidelines;
  • Ensures that regular financial statements are produced so that the Country Program Manager and the NTFP-EP Board of Trustees have adequate information for decision-making;
  • Prepares and presents annual financial statement up to external audits, in consultation with NTFP-EP Cambodia Country Programme Manager, NTFP-EP Asia Executive Director and Finance Coordinator;
  • Ensures that internal financial and administrative procedures are compatible with prevailing laws of Cambodia and compliant to NTFP-EP Manual of Operations;
  • Coordinates with the Accounting Officer regarding NTFP-EP Cambodia compliance with government bodies and ministries such as with MOFA, the tax department, among others, and,
  • Takes overall responsibility for the finance training of the NTFP-EP finance and non-finance staff on financial standards and donors’ requirements.
  • HUMAN RESOURCES – Oversees all aspects of human resource management for all employees
  • Leads the staff recruitment, orientation, development and termination, in consultation with relevant units of NTFP-EP;
  • Prepares and finalizes contract of personnel, consultants, and services, as necessary;
  • Initiates and coordinates staff performance evaluation/appraisal process and management;
  • Facilitates the process of setting benefit and compensation packages; and,
  • Works with employees’ supervisors in implementing Board-approved employee policies in accordance with relevant Employment law requirements in Cambodia.
  • ADMINISTRATION AND PROCUREMENT
  • Ensures that procurement and administration policies and procedures are adhered to and are compatible with donor criteria and NTFP-EP Manual of Operations;
  • Assists in the development of current and long-term organizational goals and objectives as well as policies and procedures for NTFP-EP Cambodia operations; and,
  • Administers contracts/memorandum of agreements (MOA) for grants and projects/programs and supports the Country Programme Manager in negotiating for donor funding support.
  • DOCUMENTS AND LIBRARY MANAGEMENT
  • Sets up, manages and supervises the Admin Officer in the maintenance of filing and storage of financial, human resources, admin, program and library documents and materials including memorandum/circulars for both electronic and hard copy systems; and,
  • Coordinates publication and distribution of information materials and researches with the staff in charge of communications and information/knowledge management
  • Performs other tasks related to his/her job designation as may be assigned by her supervisor from time to time.
Requirements:
  • Bachelor’s degree in related field
  • At least 5 years working experience overseeing finance and accounting
  • Experience with managing systems (finance/logistic/procurement/HR)
  • Ability to organize and plan effectively
  • Patient, honest, and trustworthy
  • Organization and interpersonal skills and ability to work both independently and as a team
  • Computer skills including proficiency with Microsoft Office application and QuickBooks accounting software
  • Great communication skills.
