The Children and Families Section aims for children to be protected and supported to remain within or return to their families and communities. Operating five programs across three provinces the section has a multi-focus approach to supporting communities to identify and address their issues; building self-sufficient families and communities than can support each other into the future. The section operates a number of programs supporting families who experience violence, child protection issues, family separation and who come into conflict with the law. These programs are multi-year programs supported by international donors and foundations.

Section: Children and Families

Duties
  • Position Role & Responsibilities:
  • Reporting to TLBB’s Program Coordinator, Case Manager (CM) works directly with juveniles in prison as well as overseeing and supporting the work of the Vocational Trainers and conducting Personal Development Training.
  • Using a case management approach, the CM is expected to manage up to 30 cases (both in prison and post release), implementing all relevant project activities with the juveniles and their families, throughout the duration of the case management period. 
  • The CM position is based in Siem Reap with frequent travel to the respective provincial prison as well as across the broader provincial area required. This Life offers a competitive salary based on experience. The package also includes a saving scheme, health and accident insurance, and a telephone allowance.
  • Key Responsibilities:
  • Case manage up to 30 in prison and post release in accordance with TLBB’s case management structure, from the point of intake through case closure.
  • Create and maintain all necessary hard and electronic case file recording systems and documentation
  • Oversee delivery of vocational skills training for students in respective prisons.
  • Assist Vocational Trainers to devise vocational training curriculum, course materials and weekly lesson plans
  • Support Vocational Trainers to conduct quarterly examinations to check student level and progress
  • Take part in development of curriculum and conduct bi-monthly Personal Development Training with students
  • Regularly monitor individual student progress/development through case management planning and review
  • Conduct family tracing to locate the students’ family and/or identifying alternative guardians if necessary
  • Organise monthly visitation for the students’ families
  • Support the students throughout their reintegration process
  • Advocate for sentence reductions in accordance with Royal Pardon/Appeal Court Processes
  • Identify, establish and maintain active relationships and referral pathways with legal representatives, community services and other NGOs
  • Build and maintain strong and regular communication relationship with Prison Officials and relevant authorities
  • Work closely with local authorities including CCWC and WCCC
  • Assist Program Coordinator in preparing program work/action plans and annual budgets
  • Assist Program Coordinator in gathering information for relevant donors, annual reporting and planning
  • Attend all relevant internal meetings including monthly This Life team meetings
  • Represent TLBB/This Life on various committees, working groups and forums
  • Commit to active promotion of child safety and child protection
  • Perform other tasks required by the program and organization
Requirements
  • Qualifications & Experience:
  • University Degree, Diploma or equivalent in a relevant field, from a tertiary institution
  • Minimum of 2 years’ experience in a similar role
  • Experience working with vulnerable children and families and local authorities especially those who are in conflict with the law
  • Experience working in the field of law, justice, human rights and child rights
  • Experience developing curriculums and lesson planning
  • Experience working in an organization and donor funded programs
