Cambodia Pepper and Spices Federation (CPSF) is a national body in coordinating and supporting Cambodian pepper and spices on both production and marketing aspects for the interest of local producers, processors, and exporters. The CPSF was established on 9 Nov 2018 and was officially registered at MoI on March 15, 2019.

Up to date, CPSF has 24 institutional members, 9 from export companies (Sela pepper, SoA, Amru, Kurata, Fuchs Cambodia, Confirel, KoC, Olam, and Plus Hama) and 15 from pepper cooperatives/associations (in Kampot, Koh Kong, Pursat, Battambong, Preah Vihea, Kampong Thom, Tboung Khmum, Mondulkiri and Rattanakiri). CPSF is seeking for candidate as the position below..

Position Summary

She/he will provide overall leadership and strategic support as well as operating the CPSF program to ensure CPSF achieves its organizational development and long-term sustainability. s/he will be the main contact person and representation of CPSF to external stakeholders and networks.

Duties & Responsibilities:
  • Governance
  • Within the BoD to ensure the legality of the organization and all its activities.
  • Present CPSF policies to the BoD for approval and adoption, negotiating understanding and cohesion between BoD and CPSF as required.
  • Ensure that CPSF requirements for policy development or review are fully carried out
  • Develop and/or improve internal rule/regulation of CPSF
  • In collaboration with the CPSF BoD, to provide leadership and strategic oversight for the long- term program and organizational development of CPSF
  • Work closely with CPSF BoD to lead the organization in developing and upholding quality.
  • Assurance mechanisms to consistent with CPSF ’s vision, mission, goals, and values.
  • Management and Operation
  • Provide direction to CPSF staff/units and key partners and ensure program support functions are aligned to allow for effective implementation.
  • Ensure the support of CPSF in term of capacity building to staff and its members, and promoting standards of good practice are met.
  • Coordinate to develop a viable business plan for CPSF.
  • Supervise and manage CPSF staff.
  • Organize meeting/workshop for CPSF, e.g. annual general assembly, quarterly board meeting, etc.
  • Organize a quarterly meeting for CPSF board members.
  • Coordinate with service providers and relevant stakeholders for technical support on pepper growing and quality assurance.
  • Organize meeting between CPSF and new buyer.
  • Routinely monitor the needs in the pepper and spices sub-sector in order to identify trends to which CPSF should respond with new initiatives.
  • Partnership and Networking:
  • Build strategic networking with relevant Government institutions, private sector, Spices trade organization, and Labs, etc.
  • Strengthen linkages of CPSF with pepper & spices business actors, association, cooperative, community, relevant ministries, development partners, and NGOs.
  • Collaborate with other members and pepper & spice business actors to inform policy discussions and development dialogue/debate on pepper and spices.
  • Ensure effective coordination and representation of all CPSF Members.
  • Oversee the identification, organizing, and mapping of key development working groups and forums of common interest to enable the sharing of resources and information amongst all members and key stakeholders.
  • Coordinate to promote CPSF and Cambodia pepper in the national and international market.
  • Fundraising
  • Ensure effective communication with the BoD members regarding issues of strategic importance to CPSF, CPSF members, and the key partners, donor.
  • Work with the BoD, CPSF management team, and key partners as appropriate, to develop a
  • fundraising strategy to ensure CPSF’s organizational development and long-term sustainability.
  • Gather information about funding opportunities and communicate with the CPSF board to apply for it for the organization's performance and development.
  • Maintain a good working relationship with current and potential future donors.
  • Identify and diversify sources of income for supporting CPSF operation.
  • Mobilize new membership for the CPSF.
  • Improve and update the website and Facebook page of CPSF.
  • Admin/Financial Management
  • Take overall responsibility for the financial management of the CPSF including ensuring accountability and transparency in the use of financial resources and that financial policy is always upheld
  • Manage income and expenses of CPSF by preparing a clear financial report
  • Monitoring, Evaluation, and Reporting
  • Ensure that adequate mechanisms are in place to effectively monitor the CPSF
  • Program/business plan implementation and evaluate the impact of program activities.
  • Take the lead in identifying key issues related to CPSF development, capacity building, and learning processes in the local context, and provide oversight on the documentation and dissemination of learning to the members of CPSF, key partners, donors, and other relevant stakeholders.
  • Ensure that all reports about CPSF’s financial and program functioning required by the Royal Government of Cambodia, Donors, CPSF BoD, members, and other stakeholders are prepared and submitted on time.
  • Prepare quarterly and annual report for CPSF.
Requirements:
  • At least a bachelor’s degree in Agriculture/business management/marketing or management, or related field
  • Strong experience in working with a government institution, NGOs, and private sector both national and international levels
  • Strong in marketing, networking, and making sound judgment and recommendations.
  • Have knowledge about the pepper and spices sub-sector at national, regional, and global.
  • Proven ability and experience in developing and implementing capacity building strategies in agriculture, especially the pepper and spices sector.
  • Good knowledge of business association/or other similar association/federation/farmer organization functioning in Cambodia.
  • Minimum 5 years of experience in a managerial role in a similar membership organization or private sector or development organization.
  • Good knowledge in management both financial management and organizational management.
  • Good knowledge in proposal development and success experiences in fundraising.
  • Demonstrate the ability to think strategically, initiative, and find new ways of working.
  • Strong analytical skill, communication skill and strategic planning.
  • Ability to deliver results to agreed quality standards and strong in leading and controlling and organizing team.
  • Be honest and transparent.
  • Team player, cooperative/supportive to colleagues.
  • Computer literacy.
  • English proficiency in verbal communication and writing.
