SUMMARY OF POSITION

Cowater International Inc. is recruiting a national MEL (MEL) Advisor which aims to support DAC-SG to better implement and monitor of NDSP.

The national MEL Advisor will be seconded to DAC-SG and will report to an appointed DAC Deputy Secretary General and work in close collaboration with DAC-SG and ACCESS teams to ensure that:

  • Activity matrix and M&E framework of NDSP are properly introduced and monitored
  • The key management team at DAC-SG is trained and mentored on the MEL concepts and their practical implementation
Duties
  • Provide strategic advice on MEL to DAC-SG
  • Provide ongoing capacity building including training and mentoring in the field of MEL
  • Support DAC-SG to review MEL tools when needed and develop new tools if required
  • Assist DAC-SG to better support to Disability Action Working Group at Line Ministries (D-AWG) and Provincial/Capital DAC (Pro-DAC) to monitor the NDSP, including by developing simple reporting tools
  • Provide technical support to the organisation of six-monthly and annually review of NDSP
  • Support DAC-SG to develop NDSP annual report, including documentation of best practices and lessons learnt
  • Working closely with DAC-SG to communicate the results related to disability sector coordination and the implementation of NDSP.
Requirements
  • Education:
  • Postgraduate qualification in Social Sciences, Development Studies or another relevant field.
  • Minimum Experience:
  • Minimum 5 years of experience in MEL and or Program Design/Management
  • Experience working with government partners and or working in private and or development sector/s
  • Experience working as TA and in providing training and/or mentoring
  • Essential Skills:
  • Demonstrated strong understanding in MEL and training development
  • Good knowledge in disability sector and or social sector
  • Excellent trainer/facilitator
  • Knowledgeable in gender equality concepts
  • Good written and verbal communication skills in English and Khmer
  • Strong interpersonal skills and ability to work as part of a team, in collaboration with other technical experts
  • Ability to perform to a high standard and deliver high quality outputs; and
  • Open-minded, familiar working with people from diverse backgrounds.

SUMMARY OF POSITION

Cowater International Inc. is recruiting a national Communication Advisor to support PWDF in the area of external communication.

The Advisor will be seconded to PWDF and will report to PWDF Director and work in close collaboration with PWDF and ACCESS teams to ensure that:

  • Information about PRC services are available and widely communicated with beneficiaries and relevant stakeholders
  • The role and responsibilities of PWDF are better promoted with relevant Government, non-government and private institutions
Duties
  • Provide strategic advice to PWDF in the area of external communication
  • Support PWDF responsible office and PRCs to promote the visibility of PRC services including the development of IEC materials, video and radio spots
  • Working closely with PWDF to communicate the results of PRCs and PWDF
  • Working with PWDF to ensure that its website and social medias are functional and up to date
  • Support PWDF and PRCs to development case studies, human stories
  • Coordinate with other rehabilitation IOs and NGOs, PRCs and DPOs to collect existing communication materials
  • Provide training to PWDF and PRCs in the area of communication
  • Participate in relevant events and support PWDF to develop key messages for dissemination
Requirements
  • Education:
  • Postgraduate qualification in Communications, Marketing, Development Studies or another relevant field.
  • Minimum Experience:
  • Minimum 5 years of experience in relevant thematic areas (media, and other communications work)
  • Experience working with government partners and or working with media agencies
  • Experience in rehabilitation or disability sector will be an additional asset
  • Essential Skills:
  • Demonstrated good understanding and knowledge/skill in communications work, including development of messaging, editing, publishing, designing
  • Knowledgeable in disability inclusion and or gender equality concepts
  • Good written and verbal communication skills in English and Khmer
  • Strong interpersonal skills and ability to work as part of a team, in collaboration with other technical experts
  • Ability to perform to a high standard and deliver high quality outputs; and
  • Open-minded, familiar working with people from diverse backgrounds.
