Position Summary

The position is for Mine Action

Reporting to : Finance Management Officer

Working day : Monday to Friday

Purpose of the role:

The Finance Officer is responsible for providing support in financial and administrative functions to ensure efficient and effective operations in APOPO’s Dog Projects abroad and Mine Action in general.

Duties & Responsibilities:
  • Finance Management:
  • Assist in maintaining accurate financial records, including general ledger, accounts payable, and accounts receivable.
  • Prepare financial reports, statements, and analysis for management review.
  • Manage cash flow, including monitoring expenses, payments, and collections.
  • Coordinate and oversee financial audits and ensure timely resolution of audit findings.
  • Collaborate with external stakeholders, such as auditors, tax authorities, and financial institutions.
  • Administration:
  • Support payroll administration, ensuring accurate and timely processing of salaries and benefits.
  • Assist with managing procurement processes, including vendor selection, negotiation, and contract management.
  • Scanned receipts and supporting of documents.
  • Reporting and Compliance:
  • Prepare financial reports, budgets, and forecasts for internal and external stakeholders.
  • Ensure compliance with financial regulations, tax laws, and reporting requirements.
  • Monitor and analyze financial data, identifying trends, risks, and opportunities for improvement.
  • Provide support during audits and assist in the implementation of audit recommendations.
  • Implement and maintain internal controls to safeguard assets and prevent fraud.
  • Assist in grant management, track expenditures, and prepare financial reports for donors.
  • Team Collaboration:
  • Collaborate with other team members and colleagues to provide financial and administrative support as required.
  • Liaise with external vendors, suppliers, and service providers to ensure smooth operations.
  • Participate in team meetings, contribute to discussions, and provide recommendations.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in finance, accounting, business administration.
Skills & Knowledge:
General & Technical Skills
  • Professional certification (e.g., CPA, CMA) is desirable.
  • Proven experience in financial management, accounting, and administration.
  • Knowledge of financial principles, regulations, and reporting standards.
  • Familiarity with accounting software and Odoo systems.
  • Proficient in MS Office, particularly Excel and financial modeling.
Soft Skills
  • Strong analytical and problem-solving skills.
  • Excellent attention to detail and accuracy.

Reporting to : ISM & Global Information Systems Coordinator

Working day : Monday to Friday

Purpose of the role:

The APOPO LIMIS & Enterprise Systems Coordinator will be responsible for the setup, deployment, and ongoing support of APOPO’s Location Intelligence and Management Information System (LIMIS), with a primary focus on the implementation and operation of a hybrid ArcGIS Enterprise and ArcGIS Online environment hosted in Microsoft Azure.

The role ensures that operational, ADS survey, clearance, remote sensing, and asset-tracking data are securely managed, integrated, and made available through scalable enterprise GIS services. Working closely with Information Management, Remote Sensing, and operational teams, the Coordinator will support the transition from project-based GIS tools to a robust enterprise-level system that underpins evidence-based decision-making, reporting, and sector coordination.

Duties & Responsibilities:
  • LIMIS & ArcGIS Enterprise Deployment
  • Support the setup, configuration, and maintenance of APOPO’s ArcGIS Enterprise environment, including Portal, Server, Data Store, and associated components.
  • Assist in the deployment and management of virtual machines in Microsoft Azure to support a hybrid ESRI architecture.
  • Ensure secure authentication, user roles, permissions, and access control aligned with organizational policies.
  • Support system scalability, reliability, and performance across operational sites.
  • Data Integration & System Configuration
  • Configure and manage geospatial services for vector and raster data, including integration of:
  • Survey and clearance datasets
  • Track-and-trace and asset tracking data
  • Remote sensing and imagery products
  • Support ingestion, validation, and publishing of data into LIMIS.
  • Ensure data standards, schemas, and metadata are consistently applied.
  • Application & Workflow Support
  • Support configuration and maintenance of ESRI applications used within LIMIS, including:
  • Survey123
  • ArcGIS Workforce
  • Dashboards
  • Experience Builder
  • Assist in building and maintaining workflows that support operational reporting, tasking, QA/QC, and asset tracking.
  • Work with IM and program teams to translate operational requirements into system configurations.
  • System Operations, Security & Maintenance
  • Monitor system performance, uptime, and storage usage.
  • Support backup, recovery, and update procedures for enterprise systems.
  • Assist in implementing data security, auditability, and governance measures.
  • Troubleshoot system issues in coordination with the Information Systems Manager.
  • Coordination, Documentation & Capacity Building
  • Work closely with Information Management Officers, the Remote Sensing IM Officer, and operational staff to support system adoption.
  • Develop and maintain technical documentation, user guides, and configuration notes.
  • Provide basic technical support and training to users as required.
  • Support knowledge transfer to ensure system sustainability.

Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in GIS, Geomatics, Information Systems, Computer Science, or a related field.
Work History:
  • Experience supporting GIS or information systems for 2 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • ESRI technical training or certifications are an asset.
  • Fluency in written and spoken English; Khmer is an asset.
  • Practical experience with ArcGIS Enterprise and/or ArcGIS Online environments.
  • Familiarity with cloud-hosted systems, preferably Microsoft Azure.
  • Experience configuring ESRI applications such as Survey123, Dashboards, Workforce, or Experience Builder.
  • Understanding of geospatial data management, services, and permissions
  • Experience in humanitarian, development, or operational environments is an asset.
Soft Skills
  • Strong problem-solving and organizational skills.
  • Ability to work collaboratively with technical and non-technical stakeholders.
