Aide et Action (AEA) is an international solidarity organization for development, created in 1981, whose mission is to ensure access to quality education for the most vulnerable and marginalized populations, especially children, so they can take charge of their own development and contribute to a more peaceful and sustainable world. AEA operates in more than 15 countries across Africa, Europe, South Asia, and Southeast Asia to support the development of sustainable education projects with our belief in the universal right to quality education and bases each intervention around this ethos through 85 projects, reaching over 2.9 million vulnerable and marginalized children and adults in 2020. Within this framework, AEA, together with consortium partners, is implementing the CO-SAVED Programme (Consortium for Sustainable Alternatives and Voice for Equitable Development), co-financed by the European Union and other partners. As the programme approaches its completion, AEA intends to commission an independent Final Evaluation to assess the overall performance, results, and impact of the programme.
This Terms of Reference (TOR) outline the objectives, scope, methodology, deliverables, and requirements for recruiting a consultant or consulting firm to conduct the Final Evaluation.
Purpose and Objectives of the Final Evaluation
Overall Purpose
The purpose of the Final Evaluation is to provide an independent, systematic, and evidence-based assessment of the CO-SAVED Programme’s overall performance at the end of implementation. The evaluation will assess the extent to which the programme has achieved its intended objectives and outcomes, generate accountability towards the European Union and other stakeholders, and extract lessons learned to inform future programming, policy dialogue, and scaling-up efforts.
