DCA established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. Currently, DCA's global strategy focuses on three areas: 'Fight Extreme Inequality' supporting active citizenship, 'Save lives' focused on flood and drought humanitarian response, and 'Build Resilient Communities' boosting right to food, sustainable livelihoods, and agroecological food system. DCA approach is working through implementing partners, both NGOs and line Ministries. Up to 2025 DCA Cambodia is cooperating with more than 22 partners to implement various projects.

LAPNIR project aims to support communities that rely on land and natural resources, with a focus on the most vulnerable groups. It is a 4-year project, which started in 2023, and is funded by the Swiss Agency for Development and Cooperation (SDC) and the Embassy of Ireland in Vietnam.

Summary

Objective of the Assignment

The overall objective of the LAPNIR project is to contribute to the secure and sustainable access to land and natural resources for communities across 10 provinces. The project outcomes are: (1) target communities are informed and supported to engage with relevant stakeholders on land and natural resources management; (2) target communities strengthen their knowledge and practice on sustainable and climate smart use of natural resources and for improved livelihoods.

Scope of work

The evaluation will start in November 2025 and conclude in January 2026, and it is anticipated the evaluation will equate between 20- and 30-days effort. However, the consultant should determine the overall days required and identify the number of days required for each phase and deliverable. The evaluation will include data collection from:

  • DCA Cambodia
  • 4 local implementing partners (relevant project staff) and recipients of small grants.
  • A sample of relevant beneficiaries / target communities.
  • Data collection will occur in Phnom Penh and include travel to up to four provinces in Cambodia. Travel will be based upon agreed sampling of relevant beneficiaries / target communities and geographical coverage of the project activities.
  • Existing program data will also be made available to the consultants including program documentation such as the monitoring, evaluation and learning plan and the data management system which holds data collected to date against project indicators and baseline data.

Location of Assignment

This assignment will take place in Cambodia, Mondulkiri, Ratanakiri, Preah Vihear, Steung Treng, Kampong Thom, Kampong Speu, Koh Kong, Battambang, Pusat, Kratie, and Capital: Phnom Penh.

Eligibility

Submission Requirements

Interested applicants are invited to submit a proposal of no more than 10 pages, clearly demonstrating how the consultant(s) meet the stated criteria. The proposal should include: 

  • A detailed explanation of the proposed methodology and approach. 
  • A summary of relevant experience in designing and delivering similar programs, including examples of successful outcomes. 
  • CVs of all team members clearly outlining the role of each team members.
  • Applicants are also required to provide a lump sum financial proposal in USD, inclusive of all applicable taxes, to cover the full scope of work as outlined in the Terms of Reference (TOR). The max available budget for this assignment is $12,000 USD including taxes.  
  • Please note: Travel expenses should not be included in the financial proposal. The consultancy will be conducted either from Phnom Penh, where DCA’s office is located, or remotely if the consultant is not based in Cambodia. 

 Based on the assessment findings and the consultant’s expertise, the consultancy may be extended to allow the consultant to provide targeted capacity-strengthening support in line with the recommendations outlined in the final report.
