Kampuchea Action to Promote Education (KAPE), a local NGO based in Kampong Cham, seeks 3 National Candidates to provide Training Services for technical assistance to support phase two of the MoEYS Leadership Development Program. This initiative, stemming from a MoEYS Functional Review and Gender Audit, aims to develop the capacity of MoEYS staff at both central and subnational levels. Launched in 2021, the program reflects the Ministry’s commitment to an inclusive workforce and effective leadership.
KAPE is in need of 1 position as a Core Trainer (a lead trainer), and 2positions as Trainers to provide trainings on leadership Course to approximately 700 leaders at the subnational, POE and DOE levels.
Timeframe: The assignment will start on 01 June 2025 and is expected to be completed on 31 July 2026. Estimated level of effort: approximately 90 days consultancy. The Core Trainers will be paid US$ 11,700 – 14,400, depending on experience. The Trainers will be paid US$ 8,100 – 9,450, depending on experience.
Due to the requirements and preference of MoEYS leaders, it is expected that training will take place on the majority of Saturdays during this period, with some return trips often also likely on Sundays.
Contract Restrictions: KAPE is unable to recruit individuals paid by the government for this assignment, unless they are able to prove they have postponed their service for the service period, due to donor compliance regulations.
Should an institution apply for this contract they will be required to supply registration documentation and to adhere to local government requirements, including the payment of salary tax.
Staff Location: The trainers should ideally be based in Kampong Cham or Phnom Penh, but other locations will also be considered. The trainers will also need to sign contractual documents to the KAPE office in Phnom Penh or Kampong Cham.

Deliverable: PoEs/DoEs fully trained and mentoring program implemented
Payment: payment will be made following satisfactory completion of the contract deliverables based at the agreed fixed rate for the assignment.
