The Kingdom of Cambodia has received a Credit from the World Bank toward the cost of Land Allocation for Social and Economic Development Project III (LASED III), and it intends to apply part of the proceeds of this Credit to payments under the Contract for the supply and delivery of Household Startup and Solar Light Packages for Tumring and Koul SLC in Kampong Thom, Pongro SLC in Oddar Meanchey, Poy Char SLC in Banteay Meanchey and Kbal Damrei SLC in Kratie (Lot-Wise-Basis), Ref. No. MLMUPC-G-34. This package is in need 7 types of goods such as 1688 Tent Plastics, 3376 Blankets, 1688 Mosquito Nets, 1688 Nylon Mats, 1688 Water Tanks, 1688 Water Dispensers with Filter and 1688 Solar Lights.
The Ministry of Land Management, Urban Planning and Construction (MLMUPC) now invites sealed bids from eligible and qualified bidders for “the Supply and Delivery of Household Startup and Solar Light Packages for Tumring and Koul SLC in Kampong Thom, Pongro SLC in Oddar Meanchey, Poy Char SLC in Banteay Meanchey and Kbal Damrei SLC in Kratie (Lot-Wise-Basis)”, ref. MLMUPC-G-34.
Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of the World Bank.

Interested eligible bidders may obtain further information from LASED III and inspect the Bidding Documents at the address given from 08:00 AM to 12:00 PM and 02:00 PM to 05:30 PM.
A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address given and upon payment of a non-refundable fee USD 30.00 or its equivalent in Cambodian Riel being KHR 123,000.00. The method of payment will be Cash. The Bidding Documents may be collected in person at the discretion of the bidder. Other than payment of the non-refundable fee specified above, there shall be no other conditions for purchase of the bidding documents.

Bids must be delivered to the address given in the contact details at/or before 2:30 p.m. on, 2025. Late bids will be rejected. Bids will be opened in public immediately thereafter at the address given in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend shall be allowed to be present in person.
All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.
The Government and/or the Development Partner will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
