Vacancy type: National Consultant (individual Contractor)

Duration of the contract: 70 days over 5 months

Duty station: It is primarily home-based assignment. If provincial travels are required, DSA and other related cost will be covered by PAGE-Cambodia.

Schedule: 21 April 2025-31 August 2025 with the possible extension based on the need and satisfactory performance of consultant. The proposed daily rate remains valid for one year.

Organizational unit: The Department of Green Economy, General Directorate of Policy and Strategy/Ministry of Environment.

Area of specialization: Green Economy, Circular Economy, Sustainable Consumption and Production, Solid Waste Management, Urban Development, Public Policy.

General objectives of the contract

The national consultant will conduct a comprehensive study on the volume of plastic consumption and waste generation volume and characters (recyclable plastics vs non-recyclable plastics) at the factories and by factory workers in the garment sector. The consultant will develop a policy brief, which is based on findings and concrete recommendations from the study to inform key stakeholders particularly policy makers and sub-national level decision makers for future action. The consultant will work closely with a Project Director, Coordinator and PAGE-Cambodia team.

Duties
  • Responsibilities/Description of Professional Services:
  • In the consultation with the PAGE, consultant is required to fulfilled with the following tasks:
  • Comprehensive study package on the volume of plastic consumption and plastic waste generation volume and characters (recyclable plastics vs non-recyclable plastics) at the factories and by factory workers in the garment sector​​​​
  • Develop a study plan that outlines the methodology, limitations/scope of works and identifies potential garment factories, key stakeholders involved in single-use plastic waste management, and key actors in the recycling value chain ;
  • Analyze plastic consumption and plastic waste generation in terms of volume and characters (recyclable plastics vs non-recyclable plastics) at the factories and by factory workers in the garment sector​​​​;
  • Evaluate current upstream, mid-stream and downstream initiatives implemented by factories and government aimed at reducing plastic consumption and recycling plastic wastes, identifying gaps and suggesting improvements taking into consideration the best available practices in the region, while also estimating costs or potential savings for each option (reducing and recycling). Additionally, identify role and responsibilities of factories in contribution of plastic pollution and reducing at the factory site and vicinities;
  • Examine relevant regulatory, financial, and economic measures, as well as incentives, infrastructure, and investments (such as recycling facilities) to identify gaps and propose improvements;
  • Analyze the potential effects of the Global Plastics Agreement, which Cambodia is part of, on the garment sector ; and
  • Prepare a study report and a presentation for stakeholder consultations, review and finalisation.
  • Develop a policy brief on the plastic consumption and policy recommendations for reducing and promoting recycling of plastic wastes
  • Summarize the key findings and recommendations of the study that can be integrated into applicable national action plan(s) for implementation.
  • Provide inputs and insights for reframing relevant national policies and strategies, as well as propose strategies to align with national policies with international commitments.
  • Deliverables
  • The expected deliverables are:
  • Comprehensive study package on the volume of plastic consumption and generation volume and characters (recyclable plastics vs non-recyclable plastics) at the factories and by factory workers in the garment sector​​​​
  • Detailed study plan, methodology outlining limitation/scope of works and key stakeholders mapping;
  • Stakeholder consultations/workshops following agreed methodology of the study;
  • Draft study report;
  • Consultation/workshop to discuss draft results with PAGE agencies, key government counterparts and other relevant stakeholders; and
  • Final report incorporating inputs from stakeholder consultation/workshop.
  • Develop a policy brief on the plastic consumption and policy recommendations for reducing and promoting recycling of plastic wastes
  • Draft policy brief
  • Final policy brief with professional layout; and
  • Presentation of results at PAGE events.
  • Management and Implementation Arrangements
  • The consultant will work under supervision and report to Project Manager/Director of Department of Green Economy, General Directorate of Policy and Strategy, MoE as necessary against the deliverable progress for administrative purpose;
  • Payment release will be made upon submission of deliverables and certification by the supervisor.
Requirements
  • Education
  • At least Master’s degree in green economy development, Environmental Science, Sustainability, Waste management, Circular economy, Political science, International or Development studies or another relevant field is required.
  • Work Experience
  • A minimum of 10 years of professional experience in the field of green economy, environmental policy, economics and public policy;
  • Proven experience of completing similar assignments;
  • Proven ability to engage with government agencies, UN agencies, INGOs, Unions, Garment, private sector stakeholders;
  • Past experience with research and analyzing of data is a plus;
  • Documented experience in coordinating complex projects working with government officials and multi-stakeholders in Cambodia;
  • Strong understanding circular economy, sustainable consumption and production, waste management, sustainable packaging, and circular environment;
  • Excellent communication, interpersonal and problem-solving abilities.
  • Fluency English Khmer, proficiency, statistics, Microsoft Office;
  • Commitment gender equality, cultural sensitivity;
  • Proven work in areas of waste collection and plastic waste serration; and
  • Proven work of areas of plastic recycling and production of recycled products.
  • Core competencies
  • Ability to identify and promote effective actions in a highly dynamic and complex environment;
  • Flexible to changing working conditions and willing and able to travel for work purposes;
  • Ability to plan own work, observe deadlines and manage multiple workstreams and conflicting priorities;
  • Very good inter-personal skills and demonstrated capacity to deal with colleagues and counterparts from different backgrounds, particularly government working environment and administration;
  • Excellent communication skills (spoken, written and presentation, advocacy, facilitation), including the ability to draft a variety of written documents and articulate ideas in a clear and concise style;
  • Integrity and commitment to the mandate and values ​​of DGE (GDPS/MOE).
  • Sound liaison, negotiation and representational skills in local and national level; and
  • Experience in working with government and networking with national and international stakeholders.
  • Languages
  • Fluency in both English and Khmer is required (oral and written).
