Position Summary

Report to : Executive Director

Duration : 7-month contract with possibility of extension

Salary : Competitive, based on experience

The MER officer will lead the implementation of ICS-SP’s Positive Parenting project, while ensuring effective monitoring, evaluation, and reporting systems are in place to measure impact, inform decision-making, and meet donor requirements.

Duties & Responsibilities:
  • Project Coordination
  • Lead the planning, implementation, and day-to-day management of Positive Parenting projects.
  • Develop, manage, and monitor project work plans, budgets, and timelines.
  • Coordinate with trainers, field staff, and partners to ensure smooth delivery of activities.
  • Organize and facilitate training sessions, workshops, and community events.
  • Ensure compliance with donor guidelines and ICS-SP policies.
  • Maintain regular communication with donors and stakeholders.
  • Prepare and submit internal and external progress reports and updates
  • Review supporting documentation related to training sessions that are shared by trainer/facilitators.
  • Prepare cash advance and settlement based on approved budget work plan
  • Support management team in communicating and building relationships with relevant ministries
  • Monitoring and Evaluation (M&E)
  • Develop and implement the project’s Monitoring and Evaluation Framework to track key performance indicators (KPIs) and ensure alignment with program goals.
  • Design data collection tools (e.g., surveys, interviews, focus group discussions) to measure behavioral change, community engagement, and other program impacts.
  • Conduct regular site visits to monitor project activities, collect data, and verify reported outcomes.
  • Collaborate with the Project Coordinator and Trainer to ensure timely data collection from trained facilitators and participating caregivers.
  • Lead the baseline and endline assessments, working closely with community stakeholders and facilitators to gather quantitative and qualitative data.
  • Analyze collected data and generate actionable insights to improve program design and execution.
  • Ensure that all M&E activities align with ICS-SP’s Programme Toolkits and donor’s reporting requirements.
  • Data Management and Reporting
  • Oversee the data management system, ensuring that all project-related data is accurately recorded, stored, and maintained securely.
  • Train facilitators and other staff on data collection methods and tools to ensure consistency and accuracy in reporting.
  • Produce comprehensive monthly, quarterly, and annual reports, detailing program progress, challenges, and achievements.
  • Document Human Interest Stories (HIS), good practices, and lessons learned to demonstrate the program’s impact on families and communities.
  • Prepare and present evaluation reports and project performance summaries for internal and external stakeholders, including donor and local authorities.
  • Contribute to advocacy efforts by providing data-driven evidence of the program’s effectiveness in reducing violence against children.
  • Learning and Knowledge Sharing
  • Facilitate reflection sessions with the project team and partners to review data and identify areas for improvement.
  • Develop and manage a knowledge-sharing platform to enable continuous learning among staff, facilitators, and stakeholders.
  • Lead debriefing sessions at the end of the project to capture insights from facilitators, caregivers, and local authorities.
  • Collaborate with other NGOs and stakeholders to exchange best practices and innovative approaches in M&E and program implementation.
  • Collaborate with the Project Coordinator and Trainer to create content or materials for promote the Positive Parenting and other ICS-SP’s programmes on online and offline.
Requirements:
  • Qualifications
  • Bachelor’s degree in Social Work, ICT, or a related field is strongly encouraged.
  • Relevant M&E certifications and trainings (e.g., data management, NGO learning) are highly desirable.
  • Minimum of 2 years’ experience in monitoring, evaluation, and reporting for development projects (experience with child protection or social behavior change programs is an asset).
  • Proficiency in data management tools (e.g., Excel, SPSS, Kobo, or similar software) and experience with digital data collection platforms.
  • Understanding of M&E frameworks and tools used in the NGO sector, particularly those related to child protection and community-based interventions.
  • Strong analytical skills, with the ability to interpret complex data and present clear, actionable insights.
  • Excellent communication skills in both Khmer and English, with the ability to produce high-quality reports for diverse audiences.
  • Experience in training and mentoring staff on data collection and reporting is an advantage.
  • Skills & Competencies
  • Data analysis: Strong skills in analyzing both quantitative and qualitative data to identify trends and draw conclusions.
  • Reporting: Experience in writing clear, concise reports and presenting data-driven findings to a range of stakeholders.
  • Attention to detail: Strong attention to detail in data collection, analysis, and reporting to ensure accuracy and completeness.
  • Collaboration: Ability to work effectively with diverse teams, including field staff, facilitators, and local authorities.
  • Problem-solving: Skilled in troubleshooting challenges in data collection, analysis, and project implementation.
  • Social media: Ability to produce the success story and achievement on social media platform.
