The Kingdom of Cambodia has received a Loan IDA Credit №. 6664-KH from the World Bank toward the cost US$ 12 million and Grant №: TF0C0329 from KfW toward the cost US$ 8 million of the Strengthening Preservice Education System for Health Professionals Project (SPESHP) which Ministry of Health is the Executive Agency (EA) of the Project, and it intends to apply part of the process for Consulting Service for the Services for Design and Detail Engineering for SPESHP Civil Works Program.

The consulting services (“the Services”) include the following activities: (i) improve the governance of health professionals’ education in Cambodia by establishing education regulations and standards as well as measuring educational outcomes. (ii) to strengthen competency-based teaching and learning capacity in selected health training institutions (HTIs) including University of Health Sciences (UHS) and four regional training centers (RTCs) and its implementation with the input for Development of AMS Application, Development of “Dashboard and Report Management System” Application, and Development of Document Tracking System (DTS) Application for six (6) months.
Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other Consultants in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Consultant Services will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the World Bank's "Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (hereinafter referred to as "Procurement Regulations) dated July 1, 2016 (revised November 2017 and August 2018).
