Reliable occupational safety and health (OSH) data are essential for developing informed policies and programs to ensure a safe working environment. Such data help detect new hazards, identify risky sectors, and measure progress. The ILO's fundamental Conventions No. 155 and No. 187 require member states to establish procedures for notifying occupational accidents and diseases and to include mechanisms for data collection and analysis in their national OSH systems.

The Protocol of 2002 to the Occupational Safety and Health Convention outlines basic requirements for recording and notifying occupational accidents, diseases, and dangerous occurrences. The code of practice provides additional guidance for setting up these systems. Collecting reliable OSH data is also a commitment under the United Nations 2030 Sustainable Development Agenda, specifically for reporting against SDG indicator 8.8.1.

Despite these requirements, data on occupational accidents and diseases are often incomplete due to deficiencies in recording and notification systems. Under-reporting is common, and many national systems fail to cover all workers, particularly in small enterprises, informal sectors, and developing countries.

The ILO project "Promoting a Safe and Healthy Working Environment in Thailand and Cambodia" aims to address these issues by promoting OSH as a fundamental right, with a focus on emerging risks like mental health. The project seeks external collaborator(s) or consulting firm to conduct research on national recording and notification systems in Cambodia to identify best practices and support improvements at the national level.

Summary

Objectives

The objectives of the assignment are to

  • Provide findings which will be used to inform the country about the existing policies and practices on national system for recording and notification of occupational accident and disease and their strengths and limits; and
  • Support the country in the improvement and enhancement of recording and notification of occupational accident and disease system.

Tasks of the external collaborator(s)

The external collaborator(s) will carry out key tasks as below to prepare a report of 10/15 pages on the Recording and Notification System in Cambodia and provide the presentation of the research results in the validation workshop.

Key Tasks

  1. Review relevant national policies, laws, regulations and practices on systems for recording and notifying occupational injuries and diseases.
  2. Conduct interviews, when necessary, with stakeholders
  3. Draft the first report including the process diagram (if a system is complex and a figure helps to understand the interconnections)
  4. Revise the report based on the comments of the ILO and key relevant stakeholders
  5. Present the preliminary findings to relevant stakeholders in the validation workshop and gather feedback from stakeholders.
  6. Finalize the report based on the feedback from the validation workshop.

Reporting

The external collaborator will work under the overall coordination of the National Project Coordinator of ILO OSH project in Cambodia and the technical supervision of the senior OSH specialist of the ILO DWT-Bangkok.
