The project “Establishing an Evidence-Based National Adaptation Plan (NAP) process at National and Subnational Scales in Cambodia Phase I (NAP)” is a 1.5-year project funded by the Green Climate Fund (GCF) to be implemented by the General Directorate of Policy and Strategy, Ministry of Environment. The project’s main objective is “to strengthen institutional and scientific capacity in Cambodia to formulate and implement national, sectoral, and subnational climate change adaptation strategies and actions”.

The Project is urgently seeking qualified interested Firm/Organization/Agency to the:

Assignment Title: Establishing the twinning relationships with developed country institutions to support Cambodian university teams

Report to: National Project Director, National Project Manager and National Technical Advisor

Assignment Duration: 3 Months (March-May 2025)

Scope of Work

With the advice from National Project Director/Manager, NTA, and Consultant Service will provide technical and administrative support to implement project outcome, output, activities, specifically to select organization as firm/company will coordinate and establish twinning relationships between Cambodian institutions (Royal University of Agriculture, Royal University of Phnom Penh, Institute of Technology of Cambodia, Prek Leap National Institute of Agriculture, and DST) and partner institutions or professional teams from developed countries. Organization as firm/company will manage these partnerships to strengthen institutional capacity in climate change adaptation research and education.

The assignment requires strong partnership management skills, expertise in academic capacity building, and experience in facilitating international institutional collaboration. The organization will serve as the primary coordinator between all participating institutions while ensuring alignment with the project's broader goals of strengthening Cambodia's climate change adaptation capabilities.

Experiences and Skills:
The consulting firm/company should consist of a strong team with national institution or academia that includes both international and local consultants with a PhD or Master's degree in Climate Change, Development Studies, or Natural Resource Management, and at least 5 years of experience in academic partnership development and capacity building for higher education institutions, designing curriculum, educational program, and policy-relevant climate change adaptation research.
International organization, the applying institution must have a branch office, or a local liaison officer based in Cambodia.
Joining with local consulting firm, the applying institution must be legally registered in Cambodia.
The international institution must have prior experience working in Regional as such Southeast Asia, with a preference for experience in Cambodia.
It should have a well-established network of academic institutions in developed countries, enabling effective collaboration.
Familiar with Cambodia’s climate change policies and strategies is required.
The international institution as a firm/company must demonstrate a strong research team experience and development in climate change adaptation research and education is essential.
Familiarity with the impacts of climate change in Cambodia and proven experience in capacity building, particularly in organizing consultations and dissemination workshops.
Competencies and Eligibility
The organization must be capable of managing multiple institutional partnerships simultaneously.
Strong project management and coordination skills are required to ensure effective execution of initiatives.
The consulting firm must demonstrate the ability to organize and conduct workshops, as well as prepare detailed workshop reports.
Proven ability to coordinate effectively and communicate with relevant stakeholders, including line ministries, local educational institutions, UN agencies, and development partners.
Preference will be given to institutions that already have relationships with Cambodian institutions.
Language
Excellent verbal and written communication skills in English and Khmer
