Cambodia ‘s coastal fishing communities are amongst the most vulnerable, due largely to high dependence on natural resources, direct exposure to climate vectors (i.e. storms, sea level rise and changing rainfall), overall poverty, remoteness and marginalization. Women have even less adaptive options available to them, as traditionally they have less influence over the decision-making processes, including those related to climate adaptation. The project will build on baseline of existing policy, legal, and technical measures and investments and provide additional financing to generate effective adaptation models and establish support frameworks that empower vulnerable communities, as the anticipated challenges and costs to address them will increase with climate change.

The project will work towards the achievement of four interlinked components to contribute to the project objective:

  • Component 1: Strengthening policy coordination and capacity development for an adaptive enabling environment
  • Component 2: Sustainable Ecosystem Management for coastal resilience
  • Component 3: Fishing Community Adaptation Capacity strengthened
  • Component 4: Knowledge Management

The project is funded by Global Environmental Facility (GEF) with an amount of USD 4,350,000.00 covering 5 years period and is being implemented by Food and Agriculture Organization of the United Nation, Ministry of Environment and Fisheries Administration (FiA) of Ministry of Agriculture, Forestry and Fishereis (MAFF).

Position Summary

Duty Station: Phnom Penh/Kampot, Cambodia with travels to other project sites are as required

Duration: 6 person weeks covering the period of 2 years

Duties & Responsibilities:
  • The International Environmental Economics and Ecosystem Valuation Expert will have strong technical background on environmental economics, ecosystem valuation and climate change adaptation mainstreaming in fisheries and natural resources sector, particularly in coastal fisheries and protected area.
  • Specifically, he/she will:
  • Together with Chief of Technical Advisor (CTA), international and national experts, participate in technical review on fisheries policies and legal framework to identify the policy’s gaps in associated with climate change adaptation and resilient
  • Together with Chief of Technical Advisor (CTA) international and national experts, participate in contributing to the design and implementation of a coastal ecosystem services valuation, to highlight the role of coastal ecosystems in climate change adaptation and mitigation, in addition to the other services they provide.
  • Together with Chief of Technical Advisor (CTA) international and national experts, leads the design and implementation of analysis on financial and social incentive mechanisms to support climate change mitigation and adaptation actions of relevance to fisheries communities.
  • Together with Chief of Technical Advisor (CTA) international and national experts, provide the inputs on the technical design and development of climate change adaptation plan for coastal CFi and CPA in consultation with multi-stakeholders.
  • Together with Chief of Technical Advisor (CTA) international and national experts, provide the inputs on the development of technical guidance on specific topics to reduce vulnerability in coastal fisheries social-ecological systems.
  • Supports in design of results monitoring framework (MEAL) of the CamAdapt.
  • Carry out any other relevant duties as required in order to achieve the above tasks.
Requirements:
  • Minimum Technical Requirements
  • Advanced university degree in environmental economics, ecosystem valuation and climate change adaptation or a related discipline
  • Between 10 to 15 years of relevant experience in project and programme related to environmental economics, ecosystem valuation and climate change adaptation or a related discipline
  • Relevant knowledge and experiences with GEF’s, UNEP’s and FAO’s projects are extra advantages
  • Relevant knowledge and experiences in Southeast Asia environmental and climate change perspective is an extra advantage
  • Proficiency in the use of publishing software and other relevant computer applications is considered a strong asset

REPORTING LINES

The International Ecosystem Restoration and GIS Expert reports directly to the GDNPA of MoE, under the overall supervision of Mr. Suy Thea – Director of Marine Conservation Area of MoE and the National Project Director of FIA, and the Chief Technical Advisor (CTA) of the CamAdapt. He/she will work in coordination with the Project Management Unit (PMU), CamAdapt Consultants, MoE, FiA and Technical Experts of FAO.

TECHNICAL FOCUS

Under the overall supervision of Project Executing Agency, CTA and PMU, in coordination with the international and national consultants/experts of CamAdapt will work in close cooperation with FiA, MoE, FAO representation in Cambodia and FAORAP. The International Ecosystem Restoration and GIS Expert will play key role in building capacities of national project staff through on-the-job mentoring. The International Ecosystem Restoration and GIS Expert is expected to play a lead role in coastal ecosystem restoration and identification of coastal ecosystem (mangroves, coral reefs and seagrass) trends with remote sensing tools.

Duties & Responsibilities:
  • The International Ecosystem Restoration and GIS Expert will have strong technical background on ecosystem restoration and the use of GIS and remote sensing and climate change adaptation mainstreaming, ideally with experience in fisheries and natural resources sector, particularly in coastal fisheries and protected areas.
  • Specifically, he/she will:
  • With the guidance with the GDNPA, and the FiA and the PMU, and in close collaboration with the International Climate Change Adaptation - Fisheries Livelihoods/Gender Specialist, National Climate Change Consultant, and National GIS Expert, the International Ecosystem Restoration and GIS expert will:
  • Prepare a summary work plan with detail of the activities to be carried out to complete the work.
  • Revise and update the historic trends, current status, and spatial distributions of mangroves, seagrasses and coral reefs along the whole Cambodian coast to understand the change dynamics of these ecosystems in the project sites and to identify areas of potential restoration, site specific afforestation/reforestation, and enhancement activities (activity 2.1.1.).
  • Support the establishment of a satellite-based mangrove/seagrass/coral reef monitoring system in line with the national satellite-based land monitoring system, with a complete a detailed assessment of all mangrove forests in coastal provinces, in close coordination with the GIS department of MoE
  • Provide historical change estimates of mangroves/seagrass/coral reefs to establish a reliable reference level for mangrove forests and continue monitoring of change during or post project period.
  • Provides inputs to the technical design and development of climate change adaptation action plan for coastal CFi and CPA in consultation with multi-stakeholders (activity 1.1.6.).
  • Develop technical guidance on remote sensing and spatiotemporal dynamics of coastal ecosystem distribution in the coast of Cambodia (activity 1.1.8).
  • Work closely with other national and international consultants to support climate change adaptation for fisheries dependent communities in the coastal provinces in Cambodia. Carry out any other relevant duties as required in order to achieve the above tasks.
