Finance and Operation Consultant, and Adaptation Officer

The Ministry of Environment (MoE) of Cambodia, with the support of the United Nations Development Programme (UNDP), is preparing the third generation of the Nationally Determined Contributions, the so called NDC3.0, that the Cambodian Government will submit to the UNFCCC in 2025.

The project aims to support the preparation of an ambitious, actionable, and inclusive NDC3.0, enhancing Cambodia’s commitment to climate action and aligning with global efforts under the Paris Agreement and the 1.5°C goal. Primary focus will be on enhancing the engagement of Line Ministries and ensuring their commitment under the leadership of the Ministry of Environment. This will be achieved working on the following specific pillars:

• To enhance the ambition of Cambodia's NDC by strengthening current targets related to both mitigation and adaptation, ensuring alignment with the 1.5-degree goal, and integrating emerging challenges and finance mechanisms.
• To accelerate the implementation of climate actions through public, private, national, and international finance, innovative carbon markets, and technical support to strengthen policies, institutions, and capacities, particularly in the context of climate adaptation.
• To ensure inclusivity by engaging underrepresented groups, such as women, Indigenous Peoples, local communities, and youth, enabling them to contribute to and lead climate action efforts at all levels.

The NDC3.0 aims to build upon above mentioned three key pillars, and it is envisioned to be more progressive compared to the previous NDC (Updated NDC, 2020), fostering broad participation, relying on a robust evidence-based approach to support any newly proposed targets, and incorporating a clear methodology to effectively monitor progress.
