ActionAid Cambodia (AAC) is undergoing a change transition and to fulfil operation need and requirement during this period, we are looking for the applicant to fill in the consultancy post of finance advisor for a duration of 4 (four) months, starting January 2025 to end of April 2025.

Objective

The finance advisor will provide overall support for sound financial and grant management including budgeting/forecasting and planning, and expenditure, financial reporting, related technical support to partner, projects compliance to donors’ rules and regulations and legal integrity of ActionAid International Cambodia (AAC) as well as local statutory requirements within the framework of the policies and procedures established and those requirements policy and guidelines are adhered to and fully complied with.

Deliverables

The finance advisor will provide technical and hands-on support and advise on the following:

  1. Financial performance review, planning, projection, compliance and closing
  2. Engagement in and with Project Accountable team (PAT, and Project Operational Team (POT) and provide relevant finance update and analysis and advice.
  3. Grant and proposal development budgeting, cost recovery
  4. Compliance and procurement
  5. Financial, project audit liaison and recommendation
  6. Project/financial review, consolidation and reporting

Timeframe and workplan

The consultancy period will take place between January 2025 and April 2025. The contract will be signed following the agreement between the consultant and the technical focal person on a 4-month work plan covering the above deliverable that outlines the tasks for each delivery, expect activities and output, and timeline including number of day.

Duties
  • Financial support:
  • Provide analysis and advice on performance of programme/projects spending with variance analysis reports to Management and budget holders
  • Overseeing financial compliance with donors’ requirements, both at the AAC level, consortium partners, co-applicants, and third-party partners.
  • Provide technical support to AAC, partners on the project budget request, forecast and budget projection including budget template/reports as needed
  • Support programme team and monitor progress of partners' implementation of plans and budget and ensure timely and accurate monthly, bi-annual and annual report (programme/project finance)
  • Coordinate all the partner and third-party compliance work, ensure fully transparent and accountable financial, administrative, and operational procedures are followed.
  • Working closely with finance team and programme/project team, partner on project financial closing.
  • Support in the review of financial reports of partners to ensure the correctness of the expenses and they are made according to approved budget
  • Work closely with project manager/project budget holders and partners to develop project budget details, analysis budget revisions/addendum or realignment and projections in compliance with donors and AAC rule and regulations.
  • Working with project manager/budget holders to prepare budget revisions/addendum or realignment and projections as scheduled and requested by donor, partners and AAC.
  • Review project budget, request and advise project manager/lead on project expenditure and donor/AA regulations.
  • Advise and consult with project managers/budget holder on the financial status and progress and advise on partner’s queries
  • Grant and proposal
  • Development, review ToR, grant agreement, grant agreement amendment (if required) with implementing partners.
  • Provide relevant technical support, guidance on financial rules and regulations to consortium partners and partners’ staff on AAC programme/project staff.
  • Ensure project costs recovery co-financing/matching fund required by project and donor is charged as agreed budget
  • Provide support to budget development for concept note/proposal budget development, including conduct budget and cost recovery analysis
  • Manage co-financing/matching fund required by project and donor
  • Procurement
  • Provide technical support and advise for sound procurement is aligned with ActionAid and donors’ guidelines.
  • Audit
  • Provide technical support and oversight over the project financial review and audit and ensure related audit recommendations is implemented
  • Review and support project manager/project lead on the implementation of audit recommendations relating to the project and lessons learned related to finance and compliance aspect.
  • Support any external financial evaluations, including audits, required by the donor.
  • Financial review, risk assessment, analysis and propose the proper solution to address any irregularity in the partners' financial management.
  • Reporting
  • Support in the development and submission of all responsible internal programme/project financial reports (monthly, quarterly and annually) in a timely manner.
  • Provide technical and handson support to the budget holders on financial report or other finance related work as necessary.
  • Work with project team and partners and produce timely financial reporting
  • Provide support and ensure all responsible project donor finance reports are submitted as scheduled.
Requirements
  • Master’s degree in Accounting/Finance
  • Five to six years consecutive experience in financial management planning and budgeting, and cash management in international organization, in-depth knowledge of EU financial management, rules and regulations is a must.
  • Proficiency in Microsoft Word, Microsoft Excel, QuickBooks – advanced and practical experience with Sun System will be an advantage
  • Proven leadership and problem-solving skills with ability to create and take initiatives
  • Proven ability in assessment and improvement of financial systems and procedures
  • Proven experience in developing, implementing and monitoring finance and administration policy, systems and procedures
  • Familiarity with auditing, procurement system/procedure with experience/background and knowledge in partner capacity building is an asset
  • Proven experience in Government Aid Agencies funded project financial management
  • Strong attention to detail in reviewing financial reports for compliance
  • Financial reporting, analysis and management
  • Excellent analytical and risk management skills
  • Planning, organisation, time management, and coordination
  • Fluency in written and spoken English and Khmer language
  • Proven experience in analysing financial reports and plans, and drawing insight for use by management and different donors
  • Familiar with development and human right issues in the country
  • Excellent analytical and risk management skill
  • Work on own initiative with minimum supervision and to stay on task.
  • Work under pressure and tight deadlines
  • Ability to manage multiple tasks, work under pressure and meet deadlines
  • An honest and trustworthy person with attention to details and accuracy
  • Excellence inter-personal communication/negotiation skills both in written/oral Khmer and English with strong sense of team spirit
