General information
This document solicits applications from potential external consultants or firms to conduct the Gender and Social Inclusion (GESI) Analysis: “Diagnostic on inclusion and provide recommendations on how CSO4G can improve its inclusion strategies, particularly focused on people with disabilities, minorities, and intersectional groups linked to other forms of discrimination”.
Heifer Cambodia is a sub-application to CSO4G project (Prime by Heifer Netherland), responsible to oversee this assignment. The terms of reference include background information, objectives, scope of work, deliverables, required expertise, and proposal submission guidelines.
Background
The partners Heifer, Kundamlay Organization, Lutheran Hope Cambodia Organization, and Credit Union Foundation Australia (CUFA) is implementing the action Civil Society Organizations for Good Governance and Green Growth in Cambodia (CSO4G), funded by the European Commission. The aim of the project is to strengthen the capacity, participation and environment of farmers’ organizations to function as actors of good governance and development in agricultural value chains, leading to the promotion of socio-economic rights of smallholder farmers in Cambodia. The project will train and support self-help groups, cooperatives as well as the Social Entrepreneurs Union of Agricultural Cooperatives to deliver better services to their members and increase their capacity in supporting smallholder farmers.
The project combines a rights-based approach, building social capital through holistic community development with a focus on financial literacy, with a market systems development approach to increase farmer’s resilience to socio-economic challenges in Cambodia.
Objective of the study
The overall study objective:

Specific study:
“Study to carry out a Gender and Social Inclusion (GESI) analysis with marginalized groups to improve inclusion and mobilization strategies.
External stakeholders that need to consult with: An external partner with expertise on social inclusion (such as People’s Action for Inclusive Development (PAfID), Cambodian Disabled People’s Organization (CDPO), or Agile). This work will be done in coordination with the Disability Action Council.
Recommendations will be shared among the consortium partners, further developing their awareness. Each partner will be responsible for integrating these recommendations into their work plans and approaches by adapting standard operating procedures accordingly.
