with Phnom Penh Capital Hall
The project stems from the observation that a large number of historical collective buildings in downtown Phnom Penh are in a derelict state, in a context of a highly pressurized land market.
The project aims to develop a participatory methodology for the renovation of such buildings, with a dual objective: 1/ to enable the renovation of buildings from the first half of the 20th century and from the 50’s and 60’s in their historical and heritage dimensions; 2/ to adapt them to climate change and new uses, while preserving their architectural qualities (natural ventilation, insulating materials, etc.) and with a goal of resource efficiency (renovation rather than demolition/reconstruction; optimal energy consumption).
The projected duration of the project is 20 months. A second phase of the project is expected to emerge from this.
The project is structured around capacity-building for Phnom Penh Capital Administration and its technical departments in both technical and institutional areas. It comprises four components, each subdivided into a series of complementary actions.
