SOS Children’s Villages is the umbrella organization for the global federation we work in 137 countries and territories across 5 continents. SOS Children’s Villages provides protection and quality alternative care services, family-like care for children without parental care and the children at risk of losing parental care. While SOS Children’s Villages is responding to the need of children of our target, significantly, we focus on child safeguarding to ensure families are able to care and protect their children, with our family strengthening programs, we aim to prevent family separation.  

SOS Children’s Villages Cambodia is the member of umbrella organization of the global federation of SOS Children’s Villages. Since 1999, SOS Children's Villages Cambodia has been providing alternative care services to ensure that children grow up and nurture in loving and safe family environment. In 2024, the organization supported and protected approximately 5,000 children through various programmes including Family-Like Care, Youth Care, Family Strengthening, Kinship Care, Early Childhood Care and Development, and Education. SOS Children’s Villages Cambodia works closely with the government to ensure safe and loving family environment care to children deprived of parent care. We support and strengthen children’s own families and provide solutions that enable family models in which children who are unable to grow up with their biological families can find support and protection.

Consultancy Call for Developing Advocacy Strategy

Purpose of the Consultancy

SOS Children's Villages Cambodia seeks a strategic development consultant to conduct literature reviews and facilitate directional analysis of the Federation strategic frameworks, regional and national legal framework, strategic partnerships, political climate to enhance well-being of children and young people with care-lived experience, including professional caregiver.

This includes the theory of change employed by SOS Children’s Villages Cambodia, as well as advocacy’s priorities, plan of actions (Including engagement and communications).

Purpose: The consultancy aims to develop advocacy-programme integrated strategic plan in accordance with the outward looking situation and trends in child rights with the focus on quality childcare, safeguarding and sustainable reintegration to ensure cross-collaboration and coordination to amplify programme quality & relevance as well as demonstrate the Federation’s expertise and impact towards children and young people of our target.

Scope of Work and Activities

  • Desktop Research: Conduct comprehensive desk research to review existing literature, policies, and practices related to child’s right, child protection in relation to the rights of children and young people in alternative care settings.
  • Questionnaire Development: Develop a questionnaire aimed at gathering insights into the challenges encountered by internal and external stakeholders, including voices of children and young people of our target to better understand collaboration and communications among teams.
  • Data Analysis: Analyze survey results and integrate findings with desk research outcomes to ensure comprehensive and integrated advocacy strategic plans.
  • Feedback Gathering: Solicit feedback from relevant stakeholders and incorporate inputs to refine the advocacy’s strategy and priorities.
  • Finalization and Presentation: Finalize the national advocacy strategy and present to national management team

Application

The recruitment process will be done at the National Office level. Interested applicant/s must submit a Cover Letter, indicating ability, availability, and daily rate or lump sum amount to undertake the terms cited above, and Curriculum Vitae indicating three references (previous supervisors) to HR via email provided in the contact details. Only short-listed consultants will be contacted. Short-listed consultants will be requested to submit at least two sample studies/research or related work or any publications, in which he/she has previously engaged. Applications should be submitted by December 10, 2024, at 5:00 p.m

Reporting and Supervision

  • Supervision: The project will be supervised by Ms. Keo Kagna, Advocacy Focal Person at SOS Children's Village Cambodia, with regular communication and updates.
  • Reporting Structure: The consultant/team will report directly to the supervising manager and will be responsible for submitting regular progress updates, including interim findings.

Disclosure of information

The consultant shall treat any information obtained in the course of the consultancy as confidential and not to reveal, unless authorized in writing by SOS Children’s Villages, during and after this consultancy.

Terms of Payment

  • The Consultant shall receive 20% of the total final cost after delivery and acceptance of work plan
  • 40% shall be paid to the consultant after acceptance and satisfactory of analysis of desk reviews, questionnaire and data analysis
  • Final of 40% shall be paid after acceptance and satisfactory of presentation and final draft of National Advocacy Strategy (2025 - 2028) including plan of actions (cross-collaboration, communications and engagement)
