Role Overview: Join us as the Community Outreach and Engagement Manager/Lead, where you will play a pivotal role in transforming communities by fostering awareness and mobilizing action against crimes targeting women and children in Cambodia . This is not just a job; it’s a calling for a passionate leader who believes in the power of community engagement and is committed to advocating for change. You will cultivate strong relationships with diverse stakeholders, inspire a dedicated team of outreach associates, and collaborate with creative and social media teams to execute innovative and impactful campaigns. Duties
  • Strategic Leadership:
  • Champion Change: Develop and lead comprehensive outreach and engagement strategies aimed at addressing urgent safety issues impacting women and children, igniting community awareness and fostering action.
  • Design Innovative Campaigns: Collaborate with a diverse array of stakeholders to create campaigns that inspire community ownership and drive meaningful behavioral change.
  • Build Strong Networks: Forge and strengthen community groups and networks, ensuring sustained engagement and open dialogue with community members to amplify their voices and concerns.
  • Collaborate for Impact: Partner with research, communication, and creative teams to establish data-driven approaches for outreach campaigns, ensuring they resonate with and empower the communities we serve.
  • Social Media Engagement & Creative Team Leadership:
  • Lead Digital Innovation: Guide the social media and creative teams in the development of compelling digital campaigns that enhance and support our on-the-ground outreach efforts.
  • Craft Compelling Content: Work closely with the creative team to develop engaging content—graphics, videos, and storytelling pieces—that not only raise awareness but also mobilize online communities to take action.
  • Optimize Strategies: Ensure that social media strategies align with community outreach goals, leveraging platforms to engage broader audiences and promote active participation.
  • Analyze & Adapt: Monitor engagement metrics and analyze online campaign effectiveness, making data-driven decisions to continuously improve our outreach strategies.
  • Stakeholder Engagement & Liaison:
  • Establish Partnerships: Build and maintain collaborative relationships with local authorities, law enforcement (including police), the Women and Child Development Department, political leaders, and community influencers to ensure a united front against crimes targeting vulnerable populations.
  • Advocate for Change: Engage local leaders to advocate for policy changes and sustained commitment to community-led safety initiatives.
  • Act as a Key Liaison: Serve as the primary connection between our organization, government departments, and other community-based organizations, fostering a collaborative approach to community safety.
  • Team Management & Coordination:
  • Lead & Mentor: Inspire and guide a team of outreach associates, providing support and resources necessary for the successful implementation of outreach programs.
  • Invest in Development: Ensure regular training, capacity building, and performance evaluations of the team to enhance their effectiveness and morale in community engagement efforts.
  • Facilitate Collaboration: Maintain clear lines of communication and reporting with internal departments—including legal, PR, research, digital, and creative teams—to ensure a cohesive and unified outreach approach.
  • Campaign Development & Execution:
  • Innovate & Empower: Develop and implement impactful on-ground and digital campaigns designed to educate, mobilize, and empower communities to take ownership of their safety.
  • Lead Awareness Initiatives: Oversee the design and execution of awareness-raising initiatives that utilize both online and offline platforms, working in close collaboration with social media and creative teams.
  • Measure Impact: Track and analyze the effectiveness of outreach and digital campaigns, providing comprehensive reports to key stakeholders to inform ongoing strategies.
  • Advocacy & Policy Engagement:
  • Drive Systemic Change: Advocate for systemic changes through community mobilization and engagement with local governments and institutions.
  • Represent the Organization: Serve as a representative of the organization in public forums, media, and other platforms, raising awareness and garnering support for our mission.
  • Engage in Policy Dialogues: Actively participate in discussions with stakeholders to advance initiatives aligned with the organization's goals and the needs of the communities we serve.
Requirements
  • Experience: 6-10 years of relevant experience in the development sector, with a strong focus on on-ground work, community engagement, advocacy, and digital campaigning. Proven track record in managing campaigns, building partnerships, and working collaboratively with law enforcement, government agencies, and other stakeholders.
  • Leadership & Team Management: Exceptional leadership and mentoring abilities with a knack for inspiring teams, including outreach associates, social media, and creative teams. Experience in monitoring performance and ensuring the successful delivery of projects.
  • Communication & Advocacy: Outstanding verbal and written communication skills, capable of engaging diverse community groups and articulating complex ideas clearly. Experience in lobbying and advocacy with policymakers and other influential entities, along with strong storytelling skills to resonate with communities.
  • Research & Analysis: Strong skills in designing and executing community-based research, collecting, and analyzing qualitative and quantitative data. Familiarity with monitoring and evaluation processes to track the success of outreach and digital campaigns.
  • Networking & Relationship Building: Proven ability to cultivate and maintain relationships with a wide range of stakeholders, including government, law enforcement, political leaders, community groups, and local influencers.
  • Digital & Creative Aptitude: Knowledge of social media platforms, digital marketing tools, and content creation processes. Ability to drive online community engagement while ensuring synergy with on-ground efforts.
  • Personal Attributes: A deep passion for social causes, particularly preventing crimes against women and children. Self-motivated with the ability to work independently and collaboratively in a team setting. Adaptable and willing to thrive in dynamic and sometimes challenging environments.
