Menstrual Hygiene Management (MHM) is a significant aspect of adolescent girls' health and well-being, influencing not only health outcomes but also educational attendance, productivity, and quality of life.

Globally, many women and girls face significant barriers to managing their menstruation in a hygienic and dignified manner, particularly in low-resource settings. These barriers include a lack of access to affordable and appropriate menstrual products, inadequate sanitation facilities, and widespread stigma surrounding menstruation.

Despite Cambodia’s efforts to integrate menstrual health into national WASH guidelines, significant gaps remain, particularly in schools. According to UNICEF (2023), 67% of schools lack functional, gender-separated toilets, and 25% do not have a water source. This lack of infrastructure affects adolescent girls’ ability to manage menstruation safely, contributing to absenteeism and health risks.

In Kampot province, four lower secondary schools in Kampong Trach, Angkor Chey, and Chhouk districts were identified as having particularly poor access to water and sanitation through a rapid assessment conducted by RHAC in May 2024. Key findings include:

  • Inadequate gender-friendly WASH facilities, with most school toilets being non-functional or poorly maintained.
  • Lack of MHM support infrastructure, such as health rooms or easy access to sanitary products.
  • Limited MHM education, with only minimal coverage in Comprehensive Sexuality Education (CSE) sessions.
  • Persistent social stigma around menstruation, contributing to poor attendance and academic performance among girls.

The project targets 2,270 students (1,175 female) aged 12 to 14 in these schools to address these gaps by enhancing MHM education, WASH facilities, and stakeholder engagement. In these four targeted schools, there is limited data on menstrual hygiene management practices, making it difficult to design targeted interventions.

Summary

Objectives of the survey

The baseline Knowledge, Attitude, and Practice (KAP) survey seeks to achieve the following:

  • Assess the current awareness, attitudes, and behaviours around MHM and WASH among students, teachers, parents, and community leaders (e.g., commune chiefs, village chiefs, etc.).
  • Establish baseline values for project indicators for future monitoring and evaluation.
  • Identify barriers to participation in MHM and WASH activities, including male engagement and teacher confidence.
  • Explore the availability and accessibility of menstrual hygiene products and sanitation facilities in the target schools.
  • Identify socio-cultural norms, stigma, and taboos that impact menstrual hygiene practices, school attendance, and overall student well-being.
  • Provide actionable recommendations for improving menstrual hygiene management in schools, communities, and health facilities.

Ethical considerations

  • Informed consent will be obtained from all participants.
  • Confidentiality of responses will be strictly maintained.
  • Cultural sensitivity will be prioritized during data collection, especially when discussing menstruation-related issues.
  • Consultant is required to sign code of conduct of Child Protection of RHAC
  • Consultant should prove the interview ethic with children in their proposal

Timeline

The survey will be conducted from November 25 to December 20, 2024 with the following key milestones:

  • Inception report submission: November 19–22, 2024
  • Data collection period: November 25–29, 2024
  • Preliminary results presentation: December 2–6, 2024
  • Draft report submission: December 9–12, 2024
  • Final report submission: December 16–20, 2024

Budget and payment terms

The total proposed budget for the baseline survey is covering consultancy fees, travel, data collection, data analysis, and reporting. Payments will be made according to the following schedule:

  • 30% upon submission of the Inception Report.
  • 40% upon completion of fieldwork and data collection.
  • 30% upon submission and approval of the Final Report.

Submission requirements

Interested consultants/firms are required to submit the following documents:

  • Cover letter expressing interest in the consultancy.
  • CV of the consultant highlighting relevant qualifications and experience.
  • A proposal outlining the methodology, timeline, activities, budget, and adherence to research ethics, including protocols for working with children and vulnerable populations.
  • At least two samples of previous evaluation or research reports.
