Open Development Cambodia Organization (ODC) is the leading open data digital platform in Cambodia, which provides up-to-date and reliable data and information publicly available in a 'one-stop shop' in both Khmer and English. Following open data principles, the data and information are available to everyone at no cost and can be used, reused, and shared under a Creative Commons License. The purpose of ODC is to promote the use of accurate data for evidence-based decision-making processes, enhance government accountability and transparency, as well as encourage citizens’ participation in public affairs. ODC was conceived by the East-West Management Institute (EWMI) and officially registered as a local NGO in August 2015.

Job Summary:

Open Development Cambodia (ODC) is looking for a new full-time Communications Officer to join the team. This role will closely work with the Communications Manager in implementing the communication strategy and workplans. In addition, the Communications Officer will play a key role in the implementation of the Cambodia Youth Internet Governance Forum (YIGF) and the Cambodia ICT and Digital Forum (CamIDF). The YIGF and CamIDF emerge as multi-stakeholder platforms committed to democratizing ICTs and leveraging their full potential while ensuring that the digital revolution benefits all citizens. These Forums will promote informed public debates and expertise-sharing, and engage in policy-making by working along the three pillars of Cambodia’s digital economy plan, namely digital government, digital business, and digital citizenship. 

 The Communications Officer will be required to provide regular updates on project implementation progress against the workplan. In addition, the Communications Officer will also be responsible for supporting a variety of activities organized by ODC, such as trainings, workshops and meetings with key stakeholders and implementing partners. Applicants should have previous experience in communication positions, proven capacity in designing online and offline communication materials, and excellent written and spoken communication skills in both Khmer and English.

Requirements
  • Bachelor's degree in Communications, Journalism, Public Relations, Media Studies, or related field.
  • Minimum of 1 year of relevant experience in communications, media, public relations, or event management.
  • Strong written and verbal skills in Khmer and English.
  • Experience creating content for social media, newsletters, reports, and websites.
  • Proficiency in graphic design tools (e.g. Adobe Photoshop, Adobe Illustrator, Canva) and social media management.
  • Strong organizational skills, able to manage multiple projects and deadlines.
  • Experience working with diverse stakeholders.
  • Ability to develop engaging communication strategies and content.
  • Open to exploring new communication techniques.
  • Detail-oriented, proactive, adaptable, and able to work in a team environment.
  • Willingness to travel occasionally for work-related activities.
