The Program on “Improved Service Delivery for Citizens in Cambodia (ISD)” as implemented by GIZ is funded by the Ministry of Economic Cooperation and Development (BMZ) of the Federal Republic of Germany and by the Swiss Agency for Development and Cooperation (SDC). The ISD program works with the following partners: the Secretariat of the National Committee for Sub-National Democratic Development (NCDDS), relevant ministries at the national level and three partner provinces that include Battambang, Banteay Meanchey and Siem Reap to develop and utilize strategies that improve processes in providing services to citizens in priority areas.

Specific to the water sector, the ISD program provides capacity development support to the sub-national level of Districts/Municipalities and Provinces towards improved water management and service delivery, while assisting in the transfer and roll-out of water functions to district and municipal administrations. For this, the ISD will work with the Ministry of Interior, Ministry of Water Resources and Agriculture and Banteay Meanchey in introducing district/municipalities Climate Sensitive Water Management Plan in this partner province and district or municipality.

Position Summary

Objectives of consultancy

The integration and active use of GIS technology at Banteay Meanchey sub-national administration is expected to lead to a more effective, efficient and sustainable management of (small & mid-scale irrigation infrastructure, ultimately benefiting agricultural small-scale farmers.

Through training on the application of GIS systems in O&M, selected district/municipal, PdWRAM, Provincial Administration and the University of Banteay Meanchey gained a comprehensive understanding of GIS technology and its practical applications in managing irrigation systems.

As a follow-up, and in support to the sub- degree 182-184 outlined District/Municipality irrigation systems scale irrigation systems tasks & responsibilities the objective of the consultancy is to provide ISD partner districts/municipalities with a refresher training and coaching giving them the knowledge & skills to independently:

  • collect, review & input district small- & mid-scale rapid appraisal irrigation systems data (ISD lead/Consultant data quality control)
  • produce selected reference irrigation systems maps & data (ISD lead/Consultant assistance)

GIS Consultancy

Based on the above related presented GIS-related ISD action plan, activity and deliverables for the GIS Small & Mid-Scale Irrigation Geographical Information System Coaching Expertise are:

  • Prepare Irrigation System Training & Coaching Material (PPT, manuals & templates, etc) covering the topics:
  • Data collection, Mapping, and Digitization of Irrigation Systems
  • Provide two/three training/coaching sessions on the above-mentioned topics
  • Provide technical advice & quality checks on the gathered Irrigation System data & maps
  • Assist in the development of GIS small & mid-scale irrigation systems cases(2 irrigation systems per district: 8 in total)

Working Days and budget constraints

The total of individual consultant days cannot surpass 50 working days, and the total STE budget available cannot get higher than 7,500 USD

Requirements:
  • A minimum of 10 years experience in designing and delivering training programs, preferably in the water governance sector.
  • Demonstrated expertise in water governance training & coaching skills, particularly in the fields of (i) Water Governance & Participatory Planning, (ii) Water irrigation system basic design, operation & maintenance, (iii) Project/Activity development and budgeting, or knowledge areas relevant to the project.
  • Strong facilitation and communication skills.
  • Experience working in southeast countries (Cambodia, Vietnam, Lao PDR) or similar developing countries
