The political program of the 7th legislature, the Royal Government of Cambodia (RGC) has considered agriculture as an important sector in this new mandate. In accordance with the Pentagon Strategy, the Ministry of Agriculture, Forestry and Fisheries (MAFF) has set out a Priority Policy Program #5  on: (1) promoting agricultural production, marketing and stabilizing agricultural prices through financing; (2) deployment of CAOs in the nationwide and (3) development of modern agricultural cooperatives.
Given to this priority, MAFF has recruited and deployed 250 CAOs in 17 provinces as the 1st stage. The 2nd stage, another 1000 CAOs will be recruiting in late 2024 and the rest of will be done within 2025. The efforts are to bring the agriculture extension services closer to local people in all rural communes across the country and to support farmer households improve their agricultural productivity and income.
As an International German Technical Cooperation, GIZ-MUSEFO is supporting MAFF around capacity measurements for CAOs nationwide. Recently, GIZ-MUSEFO has been supporting MAFF in the development of newly mobile App, so call CAO Farmbook. The App is designed to support CAOs in fulfilling their daily works in effectiveness and efficiency. In the meantime, GIZ-MUSEFO is looking for a national consultant to supporting MAFF in development of training on Potato Production through Zero-Tillage and Rice Straw Mulching (PZTM) and reviewing the existing training on Nutrition-Sensitive Agriculture (NSA) for integration into the CAO Farmbook App that would allow CAOs from the nationwide to improve their capacity through this digitalized Web-Based Training (WBT) platform.

The national consultant will be working in Phnom Penh with travelling to the provinces for the rolling-out the WBT on PZTM &NSA to the CAOs. The assignment will be temporary scheduled from Oct 17, 2024, -Dec 12, 2024 (with a total of 32 days).
The detail services/ works are described in the enclosed Terms of Reference (ToR).

If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered. Please note that in case consultant did not registered VAT. GIZ will deduct 15% Withholding Tax from consultant fee.

Up to the point of signature, GIZ may either abandon the procurement or cancel the award procedure, without the candidates or tenderers being entitled to claim any compensation.
All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.
