The Fisheries Administration (FiA), Ministry of Agriculture, Forestry and Fisheries (MAFF) of Cambodia has received a Grant from the European Commission known as Grant No. CKH 1182 01N for the Programme for Sustainable Inclusive Growth in the Fisheries Sector which has been implemented since 2018. The Commission has proposed to delegate part of its financial contribution to the French Agency for Development (AFD), which has agreed to manage the financing under a delegation agreement. The CaPFish Aquaculture Programme aims to address constraints in the aquaculture sector in order to increase food security, improve nutrition and foster further economic development. This program is fully aligned to the National Aquaculture Development Strategy (NADS) and the updated Sector Planning framework for Fisheries (SPF). The action outlines a holistic and comprehensive approach to support the sector that encompasses all the different components of the aquaculture value chain. It will support the development and scaling up of successful aquaculture systems, as well as the development and dissemination of more sustainable and efficient practices in the rapidly growing commercial sector. This action will contribute to the further strengthening of national capacities and systems.
The Fisheries Administration (FiA)/ Programme for Sustainable and Inclusive Growth in the Fisheries Sector -Aquaculture Component (CaPFish Aquaculture) intends to delegate a portion of the above grant to hire an individual consultant for the post of National Communication Specialist (NCS) . The consultants will report directly to the Programme Director through the channel of Programme Manager who was fully delegated. The NCS will be contracted for the period of 12 months with the possibility to be extended based on satisfactory performance and availability of funds.

The Consultant will be working on a full time basis in the Programme Office of FiA and responsible to carry out all communication and visibility (C&V) activities for CaPFish-Aquaculture in accordance with the agreed and applicable terms of reference and communications protocols and procedures. He/she must work in close consultation and cooperation with the National M&E Officer??? of FiA and Team Leader of the TA team for all components of CaPFish-Aquaculture during the period of his/her deployment and report to the Programme Director and Programme Manager. He/she will also work closely with the contractor Melon Rouge Agency (MRA), International and National NKE for M&E, the team leads, and their respective M&E and Communication Officers of the two International Tender (IT) consortia..
