The Mines Advisory Group (MAG) is a British based Non-Governmental Organization engaged in the eradication of landmines and other unexploded ordnance. MAG’s mission is to build the futures of people affected by the remnants of conflict through responsive, quality-driven and progressive action. We remove the physical threat of injury and death and alleviate economic devastation. We provide clearance and education enabling an escape from the poverty and suffering caused by conflict. MAG has been working in the field of Humanitarian Mine Action in Cambodia since 1992.

Position Purpose:

The Head of Information Management (HoIM) is responsible for managing the information management officers and assistants, quality control, and validation of all data collected in the field including IMSMA. The HoIM is also responsible for conducting comprehensive data analyses (spatial and non-spatial) for the Technical Operation Manger (TOM), Country Director (CD), and Program Officer (PO). The position may be based in Phnom Penh Office or Battambang Base but includes travel to all operational provinces to provide IM support. This position will report directly to the TOM.

She/he will have the following specific duties and responsibilities:

Duties
  • Specific areas of responsibility:
  • Information System Management and Reporting
  • Responsible for managing the Operational Management Information System (OMIS) Development for both reports and dashboards as needed for Operations and Management Teams.
  • Responsible for verification and submission of all field data from the information management officer/assistants into the IMSMA database of Cambodia Mine Action Authority (CMAA).
  • Perform the final quality assurance checks on reported data before validation.
  • Carry out quality checks during and after data submission.
  • Work closely with the Senior managers (CD, TOM and PO) to ensure consistency and inter-operability between their needs and other operational data sets, as well as donors' statistical reporting.
  • Assist in document management, flows of information of Operational data - and define operational requirements including annual work plans.
  • Analyze operational data, identify and address information management gaps, and facilitate information sharing internally and between other organizations.
  • Plan and coordinate GIS activities to meet outlined goals.
  • Maintain geospatial documentations for reference purposes.
  • Make large and/or complex data more accessible, understandable and usable.
  • Transform, improve and integrate data.
  • Combine the data result sets across multiple sources.
  • Ensure the timely and accurate submission of all monthly and ad-hoc data requested by Authorities
  • Update dataset and shapefiles shared by DBU of CMAA to ensure the latest update of the polygons is available for Ops Teams.
  • Update the donor project code - team allocation in all the OMIS forms when received updates from PO through the Survey123 app.
  • Support in reviewing and update MAG Cambodia Operation Master Work Plan.
  • Ensuring that the Tablet Policy is being implemented effectively for Ops team.
  • Ensuring that the Drone Policy is being implemented and compliant with the government laws.
  • Develop and ensure the Microsoft Power Automate is working properly to support the online request from the Ops teams
  • Produce Process Mapping as needed to ensure proper workflow is well-defined between the IM and Ops Teams
  • Develop User Manuals for OMIS system and other related systems
  • Conduct monthly backup OMIS system included Feature Layers, Forms, Web Map, Web Apps, etc.
  • Liaison and Strategic Development
  • Attend IM related meetings with National Mine Action Authority (CMAA) and other operators.
  • Assist in drafting and managing the information management strategy within MAG Cambodia
  • Deliver the data in a useful and appealing way to end users (both internally and externally -as and when requested).
  • Work closely with the programme SMT to improve the system and adapt it to donor and MAG internal needs.
  • Attend Monthly Senior Operation Management Team Meeting
  • Ensure that MAGs data protection policies are rigorously followed and ensure the protection of MAGs intellectual property takes priority during the execution of your duties and those of the staff you line manage
  • Team Management, Development and Training
  • Lead the strategic development of the Information Management department, assessing future needs to feed into programme business plans and strategy
  • Ensure that roles and responsibilities within the team are clearly defined and well understood throughout the team, focussing on distribution of workload and tasks
  • Feed into budget preparation for the Information Management department, ensure future needs are assessed and prioritised
  • Accountable for management of activities against approved budget plans, analyse variance to budget and report key discrepancies to the SMT
  • Manage all the programme Information Management Officers and Assistants.
  • Lead IM quarterly team meetings to ensure that the Ops teams are well-supported.
  • Assist in conduct training on the Database, OMIS, mobile reporting and advanced GIS, ArcGIS FieldMap app, Survey123 app, web application etc.
  • Provided induction to new staff at management level when they are appointed.
  • Assist in providing technical guidance to GIS users when needed.
  • Responsibilities of all staff

  • Ensure familiarity with and adhere to all MAG policies and procedures and keep informed of MAG activities
  • Undertake and apply learning from appropriate training and development programmes.
  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework
  • On occasion, work outside regular working hours as circumstances dictate.
Requirements
  • Essential experience and qualifications
  • A minimum of a bachelor’s degree in studies related to Information management or relevant qualification
  • Previous experience working in Information management system in Humanitarian Mine Action.
  • Experience of managing a department, including setting and being accountable for annual budgets and workplans
  • Essential skills and knowledge
  • Highly skilled in ArcGIS and all relative GIS Software and applications.
  • Knowledge of implementing an ever changing, interactive GIS.
  • Knowledge of cartography and surveying techniques.
  • Ability to operate GPS equipment.
  • Ability to create conversion specifications.
  • Ability to perform large and Complex spatial and none-Spatial analyses and visualize them in a timely manner to an understandable and concise format
  • A high standard of English is essential for this position
