Position - The incumbent will be located with the Communicable Disease Control Department (CDC), to support Cambodia National Surveillance System (Notifiable disease, Acute Febrile Illness, 7-1-7, Anti-microbial Resistance,…) under the support of USCDC Cooperative Agreement (GAP) with primary responsibilities in the areas of project planning, implementation, monitoring, evaluation, reporting, and enhance data management including development of surveillance system (database).

The Surveillance and Data Management officer will be responsible to and will work under the supervision of Cooperative Agreement Project Director, U.S. CDC and directly under the Cambodia CDC Director.

Project Title: Project “Maintenance Cambodia’s Influenza Surveillance Networks and Response to Seasonal and Pandemic Influenza)

Budget line: Salaries & Wages (Negotiable)

Duration: 12months (Possibility to renew)

Duties
  • Information System Development and Implementation
  • Design, develop, update, and maintain information systems and software (DHIS-2) for Notifiable Disease Surveillance (NDS), Acute Febrile Illness (AFI), Anti-microbial Resistant (AMR), and 7-1-7 that will improve data flow and dashboard from the surveillance sites to Cambodia CDC and NIPH (microbiology, virology, serology).
  • Link data using API between NIPH’s Lab Information System (LIS) and Cambodian CDC’s Surveillance Systems.
  • Collaborate with NIPH and Cambodia CDC epidemiological and data team to enhance integrity of the surveillance systems.
  • Provide capacity building to government staff on the application of the reporting systems mentioned in point 1 including on-site training and visits, data management and analysis.
  • Develop quarterly/annual surveillance reports using the data from the above surveillance systems.
  • Provide information and data as needed by C-CDC, NIPH, and US CDC.
  • Provide data management support to the field investigation and response for any public health events.
  • Participate in any activities including meetings, trainings, workshop, conferences, and seminars including development of concept notes as assigned by C-CDC, NIPH and US CDC.
  • Documents and Records Management
  • Participate in the design and development of the SOP for above surveillance system and in the training activities of the SOP.
  • Document all the epidemiological and laboratory information.
  • Coordination
  • Participate in meetings, planning and monitoring of the surveillance projects for each fiscal year.
Requirements
  • Education
  • A Bachelor’s degree or higher in informatics technology, computer science or a related field of study.
  • Experiences and skills
  • Two or more years of relevant experience in information technology and database development.
  • Experience in designing and building management information system in PHP & MySQL Database and DHIS-2.
  • Strong computer skill including Ms. Word, Excel and Power Point is preferred
  • Experience in analyzing data and making report in English is preferred.
  • Monitoring and evaluation experience are preferred.
  • Experience in document control is preferred.
  • Experience in ICT training is preferred.
  • Experience in web-hosting management is preferred.
  • Experience in health system is a plus.
  • Good proficiency in English both writing and speaking is a plus.
