The National Centre for HIV/AIDS, Dermatology and STD (NCHADS) is the legally accountable Sub-Implementer of the Global Fund Program to implement the " Program Title: Rapidly march towards elimination of new HIV infections and ending AIDS as a public health threat by 2025, Increase Access to and Improve Quality of TB Diagnosis and Treatment at OD and Community levels, with linkages to TB-HIV in Cambodia. starts from January 01, 2024 to December 31, 2026 and which is being implemented under the overall responsibility of Ministry of Economy and Finance as the Principal Recipient (MEF/PR) and implemented by Ministry of Health as the Lead Implementer Team (MoH/LIT) and it intends to apply part of the proceeds of these funds to payments under the proposed contract for an individual Consultant benefitting to the National AIDS Authority (NAA)-Sub-Sub implementer.

Background

Cambodia's response to HIV/AIDS over the past two decades has been a remarkable story. The country has achieved impressive results, exceeding some of the global targets set for 2023 (86% diagnosed, 99% on treatment, 98% virally suppressed, compared to the 90-90-90 targets). This success is largely due to strong partnerships with civil society organizations and international partners. Together, they built an evidence-based program focused on people's needs, which has significantly reduced new infections and increased access to anti-retroviral therapy for those living with HIV.

However, a critical challenge loom. Cambodia's HIV response has relied heavily on external funding, which is decreasing. This raises concerns about the program's long-term sustainability.

The Cambodian government acknowledges this issue. In line with the 2018 Sustainability Roadmap critical steps were taken to secure the program's achievements. One key policy called SCN 213 directives of the Council of Ministers which has been passed in 2019 encourages government ministries to support civil society organizations (CSOs) working on HIV/AIDS.

Objectives

The overall objective of this Technical Assistance is to identify modalities of social contracting suitable for supporting human resources for ending AIDS and sustaining the HIV response (health and non-health) in Cambodia.

Specific objectives include:

  1. Define, describe, and characterize social contracting for HIV and AIDS response in the Cambodian local context
  2. Analyse the services that are currently performed by CSO and their competencies to best perform the tasks
  3. Identify and analyse the existing modalities of social contracting in the health and non-health sectors
  4. Provide recommendations for social contracting for supporting human resource capacity for the HIV response at subnational level

Duties and Responsibilities

Working closely with the Department of PMER, relevant members of the extended team and in close collaboration with key national partners the National consultant will conduct Per detail of TOR.
