Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) implements, with technical support from Japan International Cooperation Agency (JICA), the Project on Capacity Development for Assisting Survivors of Trafficking in Persons (Project TRUST). The project's purpose is to enhance the capacity of frontline officers by strengthening tools and systems for assisting Victims of Trafficking in Persons (VoT) with a survivor-centered approach.
To achieve the project purpose, the Project sets three outcomes: 1) incorporation of the survivor-centered approach in the victim identification procedures, 2) strengthening knowledge and capacities of frontline officers for VoT services, and 3) enhancing monitoring capacities of MoSVY, the Department of Social Affairs, Veterans and Youth Rehabilitation (DoSVY) and Office of Social Affairs, Veterans and Youth Rehabilitation (OSVY).
Under Outcome 1, MoSVY will lead the process of revising the Guidelines for Identification of Victims of Human Trafficking for Appropriate Service Provision (hereafter called Identification Guidelines). The Project will support MoSVY to facilitate building consensus on the scope of the revision among stakeholders and partners, then to revise the documents to address some of the difficulties the practitioners face and to reduce the psychological burden and trauma experienced by the victims in the identification procedures.
Under Outcome 2, MoSVY will plan and implement the training of trainers (ToT) and cascade training to disseminate Directive 011, which defines the procedures for community-based care services for the reintegration of victims. With the project support, MoSVY will develop an implementation plan for the ToT and Standard Training Package (STP).

Purpose
The Project Assistant will support the MoSVY/project in implementing the project activities as a part of the project team, composed of a Chief Advisor, Project Coordinator, and national project staff.
