The Non-Timber Forest Products Exchange Programme (NTFP-EP) is a regional non-profit organisation with its headquarters based in Manila, Philippines and its programmes are being implementing in Cambodia, India, Indonesia, Malaysia, Vietnam and the Philippines. NTFP-EP strategic direction (2016-2020) for Asia was developed and covers four key thematic areas regionally including 1) community livelihood development, 2) biodiversity conservation, 3) tenure right and governance and 4) IP food and health. This strategic direction is being used by individual country programmes to guide their operations.
NTFP-EP Cambodia programme has been operational since 2007. NTFP-EP Cambodia is currently implementing its country program strategy with a focus on Enterprise Development (see EDP 2017-2021). The overall goal of the program is to see natural resource dependent communities that NTFP-EP works with, have improved livelihoods while actively participating in protecting and conserving natural resources for sustainable use. To achieve this, the program works through its four strategic goals. The first goal is ensured the community-based enterprises are established and strengthened to function effectively that generate better and regular incomes to their members and stakeholders. The second goal is to support communities in making a range of NTFPs based and other related products be creative and innovative designed that suit the needs, and market accessibility ensured. Additionally, the third goal is to ensure capacities of community-based enterprises and stakeholders are strengthened and further developed that enhance the success CBEs. Last but not least, the fourth goal is to committed that the necessary natural resources (forest, fish, land) are protected, conserved for CBEs and community use.

Position Summary DUTY STATION: Will frequent local travels for field assignments and as required, may travel to other provinces for CBE support
REPORTS DIRECTLY TO: Area Coordinator
COORDINATES WITH: CBE Officers, other NTFP-EP Cambodia staff and partners
Duties & Responsibilities:
- Community-Based Enterprise Development
- Conducts basic enterprise assessments and related enterprise identification activities and support enterprise legalization.
- Assesses and advise CBEs on broad strategic enterprise intervention strategies
- Facilitates enterprise capacity building and technical support to community based NTFP enterprise (CBE) partners from enterprise identification, enterprise development, implementation and monitoring.
- Assist/facilitate CBE members and Executive Committees in preparation of their business plans and other related enterprise development activities
- Facilitate and support to conduct value chain study, market survey for NTFP product.
- Coordinate and identify the potential product and buyers for product development and ensure that community are able to produce and deliver products based on the market requirement and link CBEs to appropriate markets and marketing partners;
- Identify potential buyers/tour operators and link them with our targeted CBEs/CBET.
- Link CBEs to technical assistance according to identify community/partner needs.
- Promote CBEs/CBET products through different channels including social media, workshop, meeting…etc.
- Prepare regular and timely area reports and assessments.
- As a focal person for Traing/Talipot Palm Project for NTFP-EP Cambodia and other CBEs in Preah Vihear province
- Enterprise Monitoring and Backstopping
- Conduct monthly monitoring on CBE institutional management, financial management and business operation.
- Provides backstopping for CBE organizational strengthening particularly around its governance, internal controls and monitoring systems and functions.
- Conduct annual CBE assessment and analyze the profitability and ownership of CBE to the group and individual household.
- Assists in project reporting, including donor reporting and preparation of annual Impact Monitoring Report (IMRs)
- Financial and administrative duties
- Support in developing annual operation plan and budget plan based on the CBE assessment result for business operation and institutional management
- Prepare monthly workplan, budget plan and advance based on approved annual operational plan and then submit for approval from Country Program Manager.
- Facilitate the budget spending based on NTFP-EP financial procedure.
- Documentation and Reporting
- Prepare and complete CBE profiles such as beneficiaries list, number of groups and committee and income tracking including CBEs database.
- Document and prepare project quarterly/semester reports for donor, government department and local authorities.
- Compile and organize in electronic or paper files (as appropriate) all relevant studies, data relevant to CBEs
- Provincial Coordination and Representative
- Coordinate with technical departments including FA, PDoE. PDoT…etc in provincial level for technical support and project implementation.
- Coordinate with local authorities such as provincial/district administration, commune council for project implementation.
- Coordinate with PaFF consortium partners, other NGOs to have synergy plan for project implementation
- Others
- Perform other tasks related to the position and his/her expertise as maybe instructed by the Area Coordinator or Program Coordinator or Country Program Manager.
Requirements:
- Bachelor degree in related field (Community Development, Natural Recourses Management)
- Working experience 2-3 years
- Strong communication and coordination skill with stakeholders (Government Sector, etc)
- Strong knowledge of facilitation of training in participate
